A young man named Smith was before the court charged with being a vagrant Officers ' linville and Houghton had observed Mr. Smith on several occasions frequenting saloons in the "restricted district." Mr. Smith's principal occupation in life seemed to be in entertaining divers au diences with the harmonious tones of his voice. Asked why he was given to singing Mr. Smith bashfully stated that he liked to hear tbe musical cadenzas of his harmonious warblings and Judge Anderson thought that Superintendent of Streets Kearney needed a baritone cantata to enliven the performances of the "opera bouffe" street cleaners, for( about 15 days. Mr. Peter Munson is J given to riding in buggies at unseemly hours of the morning, and this penchant which Peter has indulged in. along with different brands of hilarious juice, brought him to the attention of the eourt. Mr. Munson owned up to having consumed '"some" strong water and also might have indulged in nocturnal drives, and in order that he may cure himself of these distressing habits, Judge Ander son fined him $20 and he was allowed to depart with the instruction to keep in the straight and narrow path of sobriety, unless he wanted to eongh up the 20 "Uncle Sam's." Van Dusen presented his monthly report to the board of fish commissioners, who wore in session t Salem, yesterday. The re port shows that nine arresU were made for violations of the Halting law, but two conviction being had in the eases: Hatchery Operations. Reports received from our different const hatcheries show that very fair col lection of spawn have been made at all of the stations tributary to tbe coast streams, notwithstanding that this sea son has Wen, without any exceptions, the most unfavorable for the collection of sjwwn in those streams that we have ever had to contend with. The aggre gate so far showing '20.207,200 eggs, di vided up as follows: Tillamook; 2.493,000 Chinook and 1, 895,000 Silversides. total 4,388,000; Ya tiuina, 2,370,000 Chinooks and 1,403,000 Silversides, total 3,833,000; Alsea, 250. 100 Chinooks; and 914,500 Silversides. total 1,170.000; Siu-law, 787.000 Chinook 1. 2-22.200 Silversides, total 2,010.100; I'mpqua, 2.824.000 Chinooks; South Coos 5,081,500 Chinooks; grand total. 20,207. 200. The work collecting Silverside spawn on the Cotpiille has only just begun. This shows considerable of a contrast with what was done at the Columbia River Stations, especially with those on the Upper Columbia where complete failures were made again this year, with weather and water conditions favoring them. The stations tributary to the Willamette did fairly well; and if not for these which were operated on the Clackamas below the Cazadcro Dam and on the McKenzie River, we would have made practically speaking, no showing whatever for the Columbia this season. County Court Proceedings The time of the county court whs mostly taken up yesterday in making up the jury list. Out of 200 names to lie selected but 85 hud been recorded on the list and today's session will prob ably be taken up, for the most part, in completing the list. The court was how ever able to attend to a few other mat ters that were pressing. The judge and olerk were authorized to ox;n bids for the old court house and other buildings on the court house block and to accept or reject any bid to the best interest of the county. It 'was also ordered that the furniture in the old buildings, ex cepting such as might be used in the new buildings, be carefully stored away in the basement of tbe new court house, subject to the orders of the court. Each election precinct as established by the court, shall hereafter be a justice of the peace and constable district and shall be designated by name. It was or dered that the sheriff, as tax collector for years 1008 shall give a bond of (50, 000 and the county judge was authorized to approve the bond when filed by that officer. PEONS Ml Auditor's Annual Report' The annual report of Auditor Olaf 'Anderson wa presented to the council at its regular meeting on Monday night and shows the manner in wliich the city has derived its income for the past year and also the expenses, under each de partmental head, of the city's adminis tration. The report in a condensed form shows: police department, $10,453.42; fire department, $11,000.82; health de partment, $732.85; auditor, $2,000; poundmastcr, $100.90; stationery, etc., $955.33; janitor, $800; surveyor and assistants, $1,747-25; street lighting, $4904.09; public property, $17,743.92 sal aries, $5,721.32; miscellaneous, $5,838.54; litigation, $261.55; public library, $840; installments on streets, etc., $2,512.40; bond interest, $11,205.64; street Tcpair, $4008.99; street improvement, $27,940.40. Total, amount, $100,140. Receipts for the year 11107 from various sources were as follows: Licenses, sundry, $7,844.50; liquor licenses, $19,800; lines and for feitures, and sundry sources, $35,902.78; street assessments paid, $42,758.05; in terest on same, $2,817.38; total receipts for 1907, $109,122.71. , City Surveyor's Report The report of the city surveyor for the year ending shows that $94,205.26 has been sient for Improvement on work finished or under way. Estimates for new work to amount to $47,010.02 have been made but the contracts not lot. The attention of the council is called to a patent macadam pavement and which is recommended for street im provement where grades prevail. Incor porated in the report is a suggestion to the council as follows: 'l wduld respectfully auost to your Hon. Body, that you request the Police Commission, to instruct the Police Officers to enforce the City Ordinance number 3192, particularly that portion in respect to driving on or across the cement siJewulks, and that a copy of this ordinance be sent to the Teamsters Union.
