The trouble is that some men will not proceed along prescribed and acceptable courses for the justifica tion they are after and are entitled to; they must reeort to devloua and forbid den line and trek justice where justice cannot possibly abide, V ; , There are group of organised labor that wer come into any sort of con tact 'With the police function of the country, public or private, and it is be cause they go about their work under the processes made and provided for them 1 for all other men. While others cannot assert themselves, in court, nor out of it, without Inviting the instant attention of every agency for the repression of crime, including the Pinkerton. Mr. Reynolds made a clear and un equivocal statement as to what was ex pected of the officer in making ap praisements under this treaty and lie took particular paint to bring out the fact tbat the agreement applk to other countries a well a to Germany.
