For a time relations between the, two officials were decidely strained, and the fact that President Roosevelt refused to be drawn into the rjatter took this inaction on the part of the President as proof that Mr. Loeb's pecul iar affront, if the not insquired, had at least the approval of Mr. Roosevelt.
