I'nhappilvjt seems that President Roosevelt's earnest and forceful preach ing against lynching is not to mark the disappearance of the practice. It worthy of note that before the Presi dent had fairly left the South an au this sort bad to be recorded in one of the states he visited, and now, before the echoes of his voice have fairly died away, comes word of an attempt at lynching in Oeorgia, which failed because one brave man did his duty, and of another in Texas, which aucceeded because another sheriff proved ft craven. It is becoming more and more evident that mere exhortation no matter where or by whom, will not avail to abolish what is a national, not sectional, curse and disgrace. Appeal and debauching its public morale, but by an honest system of retrenchment in government expenditure all down the line. The Republicans intend to do this thing and to take the reHponsibility ly fail. Those made to fear rarely or never do. It seems idle to tell people the twice told tale that lynching is mor ally wrong or to argue again and again that it is a social and political menace I of the first magnitude. Lynching goes without question. An honest city is anion just the same, and will go on until good a thing as an honest man. "SOW'S EAR" POLITICS. Tou cannot make a silk purse from 1 sow's ear." Nor can you make a decent, habitable, commendable place for homes and busineso of a city given over to the rule of its slums. The Democrats who are in charge of the "Citizen's" campaign have not yet to , deny the mi ft impeachment of their purpose to do this very thing, and their denial has been so long com ing, that its arrival now would be hailed with derision and disgust. It is an onerous task to lead a forlorn hope, but the ease) and dqbonair style in which the Democrats plunged into the breach last Wednesday evening pre eludes all doubt of their having done it unwittingly, and of their intention to stay with it to the end. They are wholly committed to the leadership ami the only fighting slogan at their com mand, "OPEN UP THE TOWN." mob after mob and community after community has len made to realize that it is dangerous and that be who thus lawlesrlv seeks another life is more than likely to forfeit his own. Communities that through wisdom or chanoe elect sheriffs who can and will shoot straight upon occasion will not be disgraced by mob violence. -0 SANS PEUR ET SANS REPROCHE. The Republicans of Astoria have enough sins of omission and commission to answer for, one year with another, Heaven knows, but the consensu of its affront and misdemeanor bears no such strain as is now being perpetrated by the Democrats and their allies, namely, the subversion of the city to the wanton rule of the "Wide Open" crowd. SPARE THIS AT LEAST. A way to check depredations and pre serve Niagara Falls for all tune seems open. The International Waterways Commission, which recently sat in Buf falo, recommended to the Governments of the United States and Canada that steps be taken to prevent the granting of corporate rights ami fram-hif for the use of the waters of Niagara river until the commission could collect in formation and report fully on the mat ter. Our Attorney-General, in answer Jo the President, baa suggested that, through an agreement between the United States' and British Government to treat' the river, falls and rapids as under international jurisdictiop. subor dinating the rights of New York and Ontario to the National Governments,! the end could be accomplished. As a matter of fact, the boundary line runs in the middle of the river and it should therefore be an international, not mere ly an interstate, matter. A Plan to Have Flowers AU Winter- Why House Plants Are Killed. Perhaps the lest, most serviceable and artistic way to keep winter plants is in window boxes, placed inside the window and about six to twelve inches from the glass. So far a the plants are con cerned any box will do, provided it is well drained, but by all mean have it made to fit the window. Paint it tn the outside in any color appropriate to the surroundings. .It should be six to eight inches wide and six inches deep, with several holes drilled in the bottom for drainage. A tray or tin pan of eorre ponding size should be provided to catch the water that soak through, but the box should not be set down tightly into uhis. Allow enough space all round to admit free circulation of air. Small blocks of wood about an inch thick pluc ed in the bottom of the pan will elevate the box sufficiently. Sayi the Horn Will Not Retire from Northern Pacific. St. Paul, Nov. 19.-C. M. Levey, third vice president of t'ie Northern Pacific, who is in St. Paul on one of his period ical trip, denied emphatically tonight the rumor that II. J. Horn, general manager of the Northern Pacific, was going to leave. "There is absolutely no truth in the report at all," said Mr. Levey. Atked concernig the letting of the contract for the extension between Grangeville and Lewiston, Idaho, Mr, Levey stated that nothing had Wen done as yet.
