Th following utterance from the Eu gene Register shoys that the Portland spirit la finding opposition in sections of thi state which have heretofore si lently jut up with the dog-in-the-man ger rollcy of the metropolis. Furnish in the state convention and then gave Chamberlain about TOO ma . Jortty over Furnish for governor there- . by electing a democratic governor. In vif-w of this fact will Multnojnah rise up and explain by what right It lays any right to the privilege of naming the next senat-.v and holding out its minority vote in the legislature to force deadlock when. If its votes were cast for the majority candidate which rep resents the element of the republican party which stood loyally oy that par ty during the last campaign, a true blue rcpjublican qualified in every way . and entitled to the honor, would be elected. For its disloyalty to the party Port . land has been given the appropriation for the big fair. In this the state has been more loyal to Portland than Port land has to the rest nf the state. Could not Multnomah make some amends for Its past misdeeds by, for once, giving to the state its choice for United State senator? ; . When Multnomah threw Its ST votes " Into the gubernatorial pot. that forced the nomination of Furnish for governor upon the republican party, Lane, like several nther counties, stood loyally ty Furnish, authough he was not our choice for governor, and we gave him a decent majority over Chamberlain. Multnomah was unanimous in con vention for Furnish and, with its 5000 republican majority to back its con vention, repudiated Furnish at the polls and made Chamberlain governor. Has Portland any ambition to right the previous political wrongs It has done to the state or does it propose afer being treated kindly In the Lewis and Clark fair appropriation In return for its political perfidy, to heap one"! abuse upon another by continuing, through nurej cussedness, to perpeuate the senatorial deadlock, when its vote would give the people their choice for senator? Oregon is long-suffering, but it Is possible that the time will come when forebearance' will absolutely cease to be a virtue. - It is perahps wfth a chuckle of sat isfaction that Multnomah does outland ish political things In throwing the party down and then in return heaps further abuse upon the party and state by ay of heavy legislative financial exactions,' capping the climax by con verting the senatorial contest into a farce and fiasco y holding out its leg islative vote to force a deadlock be cause it la not privileged with its mi nority vote, to 'say who shall be sen ator. The people of Oregon have stood a great many things at the hands of Multnomah county, but some day there will come a reaction beside which pre vious revolts have been exceedingly tame. - Mark our words. PROHIBITION IN MAINE. Maine is the pioneer prohibition state. It Is the first one which attempted to enforce abstinence from the use of In toxicating liquors by making It an of ten? agalnBt the law to sell such II quors. Yet, according to the dispatches, consternation Is now reigning among the paloon keepers of Bangor, because, for the first time in a quarter of a cen tury, there is an attempt to enforce the prohibition law Irf that city.'. The sig nificant statement is made that in Pen cbscot county, .which has a population of some 76,000 people, there are 234 sa loons, the proprietors of which pay reinilarlv the United States tax upon their occupation as retail dealers In In toxicatlng liquors, and that all of these fllnon men have been Indicted and have before them the prospect of Im prisonment as well as of fine. The significance of this lies not in the present movement against the saloon keepers, which, according to all pre eodent, is merely a temporary matter which will run Its course, and after wards things will ba permitted to re sume their normal condition; but In the showing that saloons are as freely opeti in prohibition Maine as In states where there has never been any pro hibition, says the Post-Intelligencer. .These saloon men In Maine do not op erate "blind pigs." They are not "boot-leggers," slyly selling from time to time aa occasional drink to the thirsty. They take out regulaV Vnlted States licenses; keep precisely such a loons aa are seen elsewhere In states where liquor selling Is recognise as legitimate occupation; and In the city of Bangor have remained unmolested In their occupation for the period of quarter of a century. It Is quite prob able that during that time the saloon men have occasionally been fined for carrying on an unlawful occupation, but such fines would hardly amount to ns much as the usual license fees collected In cities where licenses are granted; or the number of saloons would hardly bear the large propor tion to the population as It is evident that they do. It is also possible that In lieu of frequent fines, the saloon keepers of Bangor have ben in the habit of paying for police protection as this is one of the customary In client attached to having laws upon the statute books which are enforced or left unenforced at the discretion of the local authorities. But after all the principal point is that absolute prohibition Is a failure, so far as operating to decrease' drink ing or the number of saloons. Ver mont has had a prohibition law for al most as long as Maine. Tet after full trial the people of Vermont, by a fair majority, have recently adopted a con btitutional amendment, accepting the license system, with local option fea ture sattached, very much such a li quor law has worked satisfactorily in Massachusetts.. The discovery has been made in Vermont that the pro hibition provisions were enforcible only In those communities where a fair ma jority of the people were In favor of prohibition; and for obvious reasons, the law was disregarded in the com munities where the majority of the people were opposed to prohibition, or Indifferent to the enforcement of the law. Officers elected by the people will rarely go In the teeth of popular sen timent among the lectors, no matter how plain may be the provisions of the statutes. If they do so, their tenure of office is limited. Vermont has taken the common sense view of thi matter; and Maine may be expected to follow the example at no distant day hi the future.
