Can it be possible that there is a lax ity In providing a sufficient quantity of such lamps, or negligence in their vse and supervision? It would seem there 'must be criminal carelessness somewhere. , Surely- there .ought to be some way of guarding against su?h catastrophes, but, unfortunately. human nature 'becomes quickly actus- j tomed to the presence of peril, and i long Immunity frequently makes men ordinarily prudent careless in the use of precautions. Yet that is the very reason why superior officers, appoini- ed solely to guard against accidents and not to expedite work, should ever be on the alert to see that every pre caution devised by human Ingenuity Is systematically employed, and who would en fore all rules and regula tions with an iron hand. One cannot resist a suspicion' that the. manage ment must have been in some way to blame, and the investigation into the causes of the terrible disaster ought to be thorough and unsparing. DENVER, July 11-The scarcity of water and the extravagant waste of diminished supply, have brought the condition of affairs In Denver that com pells prompt official action. Sec retary Miller erf the water company says his company has not been able to more a drop ot water for nearly three years. The water for manufac turing purposes wil be cut oft at once. Irrigation must also cease unless an unprecedented rainfall comes within a few days.
