Can it be possible that there is a lax
ity In providing a sufficient quantity
of such lamps, or negligence in their
vse and supervision? It would seem
there 'must be criminal carelessness
somewhere. , Surely- there .ought
to be some way of guarding against
su?h catastrophes, but, unfortunately.

says his company has not been able

Irrigation must also cease unless an
unprecedented rainfall comes within a
