The presi dent also may acquire such additional territory and rights from Colombia aa in his Judgment will facilitate the general purpose of "the act. By awtion S, $40,000,000 is appropri taed to pay for the property of the New , Panama Canal Company and a sufficient amount to pay Colombia for the territory acquired from that coun try for building the canal. The pres ident la then, through the Isthmian Canal Commission, authorized by the act to proceed with the construction of the canal, utilizing as far as pos sible the work already done. The canal is to be supplied with all the necessary locks and other appliances. Provision is made for the construc tion for safe and commodious harbors at the terminal of the canal and for such works of defense as may be nec essary for the safety and protection of the canal and harbors. Section i appropriates $10,000,000 toward the project contemplated and provides that appropriation are not to exceed the additional sum ot $135,- 000,000. if the Panama route be adopt ed, or $ISO,OW,K, should the Nicara gua route be selected. I5y section 6, provision Is made that in any agreement with Colombia or witto Nicaragua w Costa KSoa, th president is authorised to guarantee thorn the use ot the canal and har bors upon such terms as may be nr- ranged for all ves.-"els owned by those countries or by their clllxens. Section " creates an Isthmian Canal Commission of seven members to be nominated by the president and con firmed by the senate. They are to have charge of construction of the canal, are to b esubjeot to the juris diction and control ot the executive. At least three of the seven are to be versed in science of engineering; at least one Is to be an officer f the army, and another an officer of the navy. Authority is given for the em ployment of engineers from the army and civil life, and other necessary per sons. The commission Is Vo report to llse president and give to congress such information as may be required. Under section S authority Is given for the Issue of $130,000,000 in gold bond at i per cent to meet the expen ditures authorised by the act. They are to be Issued from time to time as the proceeds may be required, are to be in denominations of $3) or some multiple of that sum, redeemable after j 10 years and payable in 20 years, the ! interest to be payable quarterly in gold I coin. They are to be exempt front taxation, are to be disposed of at r.ot less than par and are to be open to j popular subscription. None of these bonds are to b sold to pay the sums j appropriated in sections 1 and 2 of the act, or the $10,000,000 appropriated by section 5. f WASHINGTON. June 20.-Soon after j the house had sent the canal bill to the conference today the reports gain circulation among the members that there is not likely to be a protracted struggle in the conference and that th? senate amendment probably will he the base of ultimate agreement. ENGLAND TO PAY LOYALTY. j Two ' The Total Amount to be Paid Colonies exceeds 2,000,000. LONDON. June 20. Joseph Cham berlain announced In the House of Commons that the loyalist claims for compensation In Cape Colony and Na tal would be provided for out of the Transvaal fund and out of the first loan raised. Exception would be made in the matter of damages wrought in Cape Colony by rebels or natives, this compensation falling on the Cape compensation falling on the Cape gov ernment. The total amount to be paid to the two governments will exceed to estimates of 2,00.000 The giant of 300.000 mentioned in the terms of surrender is not applicable to Cape Colony and Natal. GERMAN BARK GLADE OVERUE. Many San Franciscans Wager Heavily on Her Safe Arrival. SAN FRANCISCO, June 20. San Franciscans who wagered $130,000 on the safe arrival of the German bark I H. F. Glade, stand chance to lose their money unless the long overdue vessel arrives next Wednesday. Information j has come by cable from London that Lloyds will post the Glade as miss- i ing. The Merchants' Exchange here ! has crossed the bark from the overdue list as no longer Insurable. The Glade sailed from htre on October 19 last with wheat and fcar'.ey for Europe and is out 243 days'. Many local plungers believe its foul bottom was the cause of delay and ventured large amounts on its safe arrival. DOUBTFUL AS TO SENATE. Cubans Have Abuot Given Up All Hope of Relief by Reciprocity Bill. NEW vortK .lune ;. There is a feeling of grat di:A')ii I'ment here, says a Havana dispatch to the Trib une, over the possibility that the sen ate will not pass a Cuban reciprocity bill. Cubans have about given up all hope of relief from this source and the people assume a gloomy view of the future economic conditions of the island. Their confidence in President Roosevelt gives a last hope that he will save them from absolute ruin by negotiating a direct reciprocity treaty wlfh President Palma. ATTEMPTED SUICIDE. Anthony Shnnderf, of New York, "2 years old, has attempted to commit suicide here, says a Paris dispatch to the World, by throwing himself In front of a loco motive. For several days the vessel drifted around the island of St. Law rence and on May 14- was raised clear out of the water by a sudden Jam. Headquart ers detectives have arrested a man described as Thomas Walker, of Cin cinnati, on a charge of using the mails for fraudulent purposes. The arrest was made on the strength of a letter from Chlf Postal Inspector Holmes of Cincinnati, who alleges that W. W. O'Hara and Thomas Walker conduct ed a turf commission on the co-operative plan at Cincinnati, using the mails to further their enterprise. TERRY M'GOVERN RECOVERING.
