William Lochren of the United States
circuit court, today dissolved the tem
porary Injunction Issued in the ess of
Peter Power against the Northern Pa
cific Railway Company by Judge EI-
lliott, of the district court of Henne
pin county Monday. The Injunction
w hich was dissolved by order of Judge
Lochren restrained the Northern Pa
cific from burning any evidences of In
debtedness to retire the preferred stock
of the company or to retire preferred
stock in any other manner than by
use of the surplus net earnings uf
the road. It also restrained the North
ern Pacific and its officers from en-
i t-rlng Into any agreement, ordering;
any act by which the road would be
c .ns.ilidat-d or merged, through the
medium of the Northern Securities
Conifany, with the Great Northern or
Burlington or either of them. After,
he decision was made orally by Judge
Lochren an effort was made by. the
plaintiff's atorney to have the court
fix the amount of bond which would
: be required in order to aopeal from
the decision and to stay all further
'proceedings In the lower court pending
jan appeal. Judge Lochren refused to
I allow a supersedeas bond In any
! amount to be given. Judge Lochren
held that the Northern Pacific was
acting within the authority of Its
charter or contract entered Into be
tween it and its stockholders as In
corporated in the certificates of pre
ferred stock and of the agreement en
tered Into November 13 In attempting
to retire $75,000,000 of preferred stock
In the manner alleged by Power. He
also held that railroad corporations
could not do indirectly what the law
prevented them from doing directly,
and that any method by which a con
solidation of two or more competing
parallel lines would be brought about
would be Illegal and a writ of Injunc
tion would be to restrain consumma
tion of the plan; but that there was
nothing in the case as presented to
him that would Indicate that the
stockholders of the Northern Pacific
Railway Company were attempting
such consolidation or merger.
Power's attorney tonight authorised
the statement that the fight had Just
commenced and that they would ap
peal to the United States supreme
court

CHICAGO. Pec. 31. The Chicago
river Is to be widened to a 200 foot
channel between Luke and Van Buren
streets. A strip of land varying from
15 to tki feet Is to be condemned on the
west bank of the stream. The long
disputed question of which s!Ji of the
river would be cut awa has been
finally settled by officials of the board
of sanitary trustees. The approximate
cost of this long desired Improvement
will be $1,500,000.
The Pennsylvania Railroad Company
will be one of the greatest sufferers.

of the dispute between Germany and
Venezuela is regarded with anxiety in
England, cables the Umdon corres
pondent of the Tribune nnd consols
which Mr. Gladstone once described
as the most Intelligent of all things

prehension as to the attitude that maj
K adopted by America. There are
at least three railways in Venezuela
which have been constructed by Brit
ish capital and the English share
holders are watching with anxious in
terest for the sequel to the present
disturbed state of the country- Infor
mation which Is reaching London fiom
the representatives of the various
companies is of a very scanty nature.
So far it would seem the English prop
erty has not been seized, but tt is
feared that this Immunity will not be
long.
In Venezuelan circles In London
President Castro Is blamed for present
disorders. He Is accused of having
sacrificed the peace and prosperity of
his country to his own personal pride,
and an Improvement Is not looked for
until he has been deposed.

E. S. Troebrldge of Stamford, Conn.,
at the recent Methodist ministers meet

that their salaries are Insufficient. He
also found fault with the uniform,
w hich he described as a "single breast
ed, shad-bellied, long tailed frock coat
such as is worn by clergymen In some
foreign countries but which simply
