SENATE ADOPTS IIAIIN AMENDMENT Majority of Both Mouses Favors Abolishing Wheels. COMPULSORY PILOT BILL Deleatctf la Houte ax Vote of 45 to 13 Defalcitioa ol SJ0.0OO la Slate Laotf Olllce Parlor Tersj ol 0. W. Davli. (Spwlal to The Aatorlan.) KALE.M. Feb. 20. After a spl-ndidly organized tight and by a strong ap':ech dellvwed from the floor. President Fulton succeeded In Incorporating the Hahn amendnunt Into the Hume sub stitute lUh bill at the affrnoon es Klon of the senate, with th" provision that the section as to wheels and traps shall not be effective- until after the vloi' of the fifhlng season of 1501. The scheme of the ..ppo-ients of the am. ndii.ents as deve!n-d by their tac tics waa to avoid a direct vote on the amcinfment and have th-.- bill and all pio'pitswl Hinendmeiits referr-d to the ji.nale by the flfh CMtnmau-, where It was evidently beliewd by them the bill could be hell until too late for its return to the houe. The game did not work, however. It Is true the bill waa finally p'firtvd. but It was not ur.tli the senate had agreed to the amendments and had also annex'-d the condition to the rcfen nee that the bill should be re Mrifd back to the senate some time tomorrow. This Joes not i'l.ply ly any means that the amended bill will become a law. but it recovers nearly all the ad vantage lost by the wheel knockers through Colvig's tactics in the house yestirduy. It shows also that A ma jority of the senate as in the house (avors the abolishment of the wheels and that that measure will undoubted ly pass, both branches of the legisla ture, provided it chn be placed before them on " Its merits. This, of course, is the -xact thing the whtel.V advo cates Jo not favor and will make ej try effort to avoid. Fulton will doubtless see the com ml t tee gives up thv bill tomorrow- and he will lik. ly succcf-d in retaining the amendments in the bill, but what change may come over the views of "me of those who stood for the amendments today before" It is put on its final passagv Is a matter which to morrow will disclose. Another element of uncertainty Is the question whether the amended bill can be returned within the time required by the rules and whither, If so re turned, an opportunity will occur for a vote of concurrence. The next most important action of either house today was the defeat of the compulsory pilot, bill, which went down in th; bouse by a vote of 43 to 13. McCraken, of Multnomah, led the fight against the bill and made a brilliant speech, Eddy also made a masterly ar gument opposing the principle involved in the kind of legislation proposed by the bill. The special committee appointed to examine the boiks of the state land olllce has reported that defalcation of $30,000 was discovered in the depart mert. th.1 shortage having occurred in ISM and when Geo. W. Davis handled th? school funds. It appears that the records were falsified by credit being taken for payments to the state treas urer greater in amount than were ac tually made. In some cases this was accomplished by taking credit twlc for one payment while in other cases the first entries were changed so as to Increase th amounts. The first changes appear under date of August 1. 1S94. and the last on Jan uary 12. 1S93. An inspection of the hooks shows that the alterations were very crude, the erasures being rough and u suae oases a different shade of ink being used. Davis went out of office July 1, lSr. His official bond was only $j000, with Geo. G. Ringham and E. P. McCormack, as surety. Davis is well known in Salem and stands high In social, fraternal and political cir cles. What the next step in the pro ceedings will be Is not now know n. W A S H IXGTON LEGISLATURE. The hotiso finally pissed the sundry civil appro bation bill today and entered upon consld- ration of the general deficiency bill, the last of the general appro priation bills. Lentz, of Ohio, a Democrat who In thia ond the previous congress at tacked the administration, furnished the sensation of the day. He used a, newvpap-r paragraph recounting tha death of a federal Judge in New Mexico who had been a member of the legis lature which electd Senator Hanna, aa the text for charging corruption In tnut election. This called for a rebuke fiom Cannon, who declared that brava ner fought the living and only ghouls ravished the tomba of the dead. Later IenU made a aecond onslaught of a more sensational character and brought down upon himself the whole Republican side of the house In some remarks about paragraphs In the bill for paymeot for the apprehension of deserters. Lentz made the startling charge that soldiers In the Phillpplnea had buried a native alive and he read a letter writte.i. he said, by a soldier In the Philippines, saying that he ana his companions, while on an expedition, were orJarvd to shoot every, man and beast they found. Lent said If these things were true the soldiers were Jus tified in deserting. Cannon; Mahon-of Pennsylvania; Grosvener, of Ohio, and Moody, of Ma!-acriutts, rebuked Lenta.
