Fulton will doubtless see the com

amendments in the bill, but what
change may come over the views of

Another element of uncertainty Is the
question whether the amended bill can
be returned within the time required
by the rules and whither, If so re
turned, an opportunity will occur for a
vote of concurrence.
The next most important action of
either house today was the defeat of the
compulsory pilot, bill, which went down
in th; bouse by a vote of 43 to 13.
McCraken, of Multnomah, led the fight
against the bill and made a brilliant
speech, Eddy also made a masterly ar
gument opposing the principle involved
in the kind of legislation proposed by
the bill.
The special committee appointed to
examine the boiks of the state land
olllce has reported that defalcation of
$30,000 was discovered in the depart
mert. th.1 shortage having occurred in
ISM and when Geo. W. Davis handled
th? school funds. It appears that the
records were falsified by credit being
taken for payments to the state treas
urer greater in amount than were ac
tually made. In some cases this was
accomplished by taking credit twlc
for one payment while in other cases
the first entries were changed so as
to Increase th amounts.
The first changes appear under date
of August 1. 1S94. and the last on Jan
uary 12. 1S93. An inspection of the
hooks shows that the alterations were
very crude, the erasures being rough
and u suae oases a different shade of
ink being used. Davis went out of
office July 1, lSr. His official bond was
only $j000, with Geo. G. Ringham and
E. P. McCormack, as surety. Davis is
well known in Salem and stands high

TOREK A, Feb. 20. The vigilance of
the officers was all that aived "Slick"
Slater from lynching by an Infuriated
mob tonight. He will yet be lynched
if ne can be found
Slater assaulted 17-year-old Lottie
rberkk Monday evening. Slater ia
now in Jail In Atchiaon.
The Santa Fe shopman, of whom the
father of the girl la one, are calmly
determined to lynch Slater when he la
brought back here for trial.

Senate Unanimously Passes a Rill for a
Free Traveling Library System.
ROISE. Feb. 20 By unanimous vote I
today the senate passed a Din pro
viding for the frsUbllshment of a free
traveling library system. The bill pass
ed today provided for the appointment
of it commission of three, two of whom
shall be women, and authorizes the
ippoirtiiient of a secretary. It appro
priates tW tor books for the next two
years and $3000 for expenses of the
commission and salary of the secretary.

'NEW YORK, Feb. 20. Pool room
keerers aw said to be organizing to
enforc" the gambling law at race
tracks. It was said iat night that if
the raids on pool rooms are kept up
the pool room men will Insist upon the
district attorneys of Kings. New York
and Queen'a counties proceeding against
the hookipafcrs at the Morris Park,
Graveaend, Sheepshead Bay, Brighton
Rejich and Aqueduct race tracks.

SAN FRANCISCO. Feb. 20 Among
the passengers who sailed for the Orient
on the Japanese mall steamship Nippon
Maru were Assistant Astronomer C. D.
Perlne, of the Lick observatory, and
Ralph H. Curtis, formerly student as
sistant of the observatory at Berke
ley, but now an assistant at the Lick
observatory.
They take along with them nearly
four tons of Instruments and their ul
timate destination is the island of Su
matra, where they will observe the
total eclipse of the sun on May 17th
next. The expedition was sent out at
the expense of Wm. H. Crocker.
SOUTHERN PACIFIC DEAL.
San Francisco Holdings of Pacific Im
provement Company to Be Bought.
SAN FRANCISCO, Feb. 20.-The
Call says:
It has been learned that the proposed
transfer of the city holdings of the Pa
cific Improvement Company ' the
Southern Pacific Railway will shortly
be carried out
The city properties of the Pacific Im
provement Company are estimated to
be worth $3,300,000 and a prominent
railroad official stated that he knew
the Southern Pacific would pay spot
cash for them."

committee on military affairs today
completed consideration of the army
appro; riation bill. The committee en
dorsed the action of the sub-committee-in
adding the Spooner Philippine
amendment to the hill. The vote on the
