Phe National Civic Federation haa called a conference of labor headers and capitalists to be held In Chicago on the lTlh and 18th of December, to discuss the beet methods of securing conciliation .and arbitration in the set tlement of Industrial dispute. Some of the questions to be especially consid ered are: Is compulsory arbitration practicable or desirable in this country? If not desirable in genera.! industrial enterprise, wculd It be desirable In quasl-puthc service such as steam or street railways and, if so. how can It be made effective? If voluntary arbitration will tend to solve the Industrial problems along the lines of the least resistance, how can it be wade effective? Are state boards of arbitration or state interference of any kind pre ferable to voluntary arbitration? If voluntary arbitration will tend to solve the industrial problems along the lines of the least resistance, how can it best be attained In this country? Many cf the best thinkers of the country will be present, the labor or ganizations being particularly well rep resented in the list of those who have promised tc attend. The immense loss to both labor and capital, and usually to the Nation at large, attendant upon strikes has made the demand for some form of compul sory arbitration more and more im perative. While its desirability seems no longer a debatable question, lis practicability is doubted by many of the practical men of affairs who arj best fitted to judge. While voluntary arbitration Is pre ferable to compulsory ag far as It goes. It is not resorted to with suffi cient freiuency, even when encouraged, to make it meet the pressing needs Of the timis. Its futility in international affairs has been shown, since the mem orable conference at The Hague, In more than one Instance, and the same unsatisfactory state of affairs exists in i the industiial world. The great water transportation route which stretches from Buffalo to Chlca go and Duluth is sharing in the pros perity and activity which characterise every branch of business In the United States today. The monthly statement of lake commerce prepared by the bU' reau of statistics shows that during September vessels entered the S7 principal ports on the Great Lakes and from the opening of the navigation sea son up to October L the vewl entrances aggregated 2S.OJ9. Chicago leads the list of ports, vessels having entered her harbor during September and 4T61 during the season. The ports of Buffalo, Cleveland, and Milwaukee each, howev er, show a record in excess of 2000 vts sets for the season, and at the ports of Detroit. Duluth and Toledo the arrl vala have ranged from 1000 to 1300. A considerable portion of the general public seems to have gained the Impres sion that thi traffic of the great lakes Is confined to the transportation of a few commodities, such as Iron ore. coal, breadstuff and lumber. Thai this Is far from being the case could not be more concliulvol proven than by citing the fact that in September ?SS,7C7 tons of unclaimed freight were moved, and that the total movement for the season thus far aggregates J.JSS.S38 tons. Ev ery prominent port on the lakes Is rep resented in this total. That the strike In the anthracite coal region has had its effect upon the lake shipments would seem to b proved by a comparison of the figures for August and September. During August there "vere transported via the inland water way 514,763 tons of anthracite coal, whereas In September the shipments fell oft to 237,757 toos. In soft coal there is a falling off from 661. S4 tons in Aug ust to 4S7.457 tons in September. For the season to October 1. the total move ment &s 1,813.979 tons of hard coal and 2.93.S tons of soft coal. The recent organization In the great lake district of a new transportation company which has placed orders for new boats designed especially to carry the products of the Calumet and Hecla copper mine seems to call attention to the volume of this traffic already taking the water route. During September there were shipped by boat 17,03 tons of copper, and for the season to October 1 the total movement is 113.S55 tons. Of the Utter amount, 81.&S9 tons, or more than two thirds of the total, was re ceived at Buffalo, whereas the heaviest shipping record Is that of West Supe rior, which during the season has sent out tons. The movement of breadstufs Is not. of course, so interesting as It will prove when compared with the movement by rail, for vhich figures will be available at the end of the calendar year; n.-ver- theless the statement of the phase of the water-borne commerce Is significant in many ways. For instance, in the case of Corneaut, O., which Andrew Carnegie has declared will one day be the greatest ore-loading !ort in Hie world, the 353 vessels which have entered the harbor this season have brought 11,748,255 tons of Iron ore. or a greater quantity than was dis charged at any other port, with two ex ceptions One of these exceptions is the port of Ashtabula, also on Lake Erie. Ashtabula will this season rank as the greatest ore-receiving port in America, liavir.g received up to October 1 a total of 12,933,647 tons. The lake lumber trade, In which there was such demoralization last year, ap pear to be making a very favorable showing this season. For the month of September the aggregate cargoes tran sported amounted to 436,926,000 feet, and for the season up to October 1, one bil lion, 427 million feet. Duluth rank as the greatest lumber-shipping port, hav ing sent out 277,071,000 feet during the seaoon. Chicago heads the list of re ceiving ports, 278,546,000 feet having been unloaded at her wharves. Cleve land is a pretty close second with a rec ord of 339,74,000 feet for the season.
