The absence of the expected men-of-war at Astoria may be attributed to the outrageous Insult upon our navy by one of the evening papers at the time of the Philadelphia's former visit Our London dispatch of yesterday, telling how four thousand native Chi nese Christians alone saved the lega tioners from massacre and also afford ed valuable aid to the allied forces in the capture of Pekln, ought to convince the carping critics that there is some value In missionary work. The Democratic papers are. calling for a withdrawal of our troops from China. Shall we show the ha!f-clvl1ix-ed natlors of the world that American citizens and even ambassadors may be not only Insulted but murdered with impunity, cr shall we teach China such a lesson that the life and property of Americans shall be as safe in the re motest ha ants of heathendom as In the American capital? That is the ques tion which confronts ' the American people today, and the candidate and party which can be trusted to carry out a policy which will satisfy the American people are not those who favor retrogression. It has been the Invariable rule for the electric light company to furnish the few lights needed at the city hall gratuitously under Its contract to light the city. Its refusal to accept the magnanimous concession of the city council on account of the Insertion of the customary clause In the last propos ed contract Is the veriest subterfuge on Its part to evade Its plain agreement and a piece of folly which will Im mensely aid the cause of municipal lighting. It can no longer be said that the city council is responsible for the dark streets during the regau ta, end no further sympathy should be wasted on an Institution which has resorted to every possible maneuver to hold up the city against the rights and best interests of its taxpayers. The people want May.ir Bergman held to his word. He can find plenty of Rood men to act as police commissioner who are not offenlvel allied with any political party. If he ls unwilling to name fuch a man. let the commission stanJ as at present constituted. There Is really no need of filling; the vacancy In the commission. It Is certainly a pleasant thrill of excitement that visits the community In prospect of a railroad from Frank fort to Ilwaco, and perhaps another from Portland to Frankfort, by way of a bridge at Vancouver. It Is not at all Improbable that the future will see two railroads, one on each bank of the lower Columbia. Whatever be come of the Astoria railroad, those Interests not represented in Its owner ship will want a separate outlet down the riwr. Supplemented with reali sation cf all Its building plans in the upper country, a railroad to the mouth of the riwr would give the O. R.iN. perfect facilities for marketing the products of the Columbia basin and distributing merchandise through out it from Portland as a center. The preliminary work of uch projects Is not likely to be delayed until plans are frustrated bv rivals. Hence it Is und'T way now, In good geaj-on. Com petitive railroads are desirable !n more places than one. When the Northern Pacific has ita own tracks down the Columbia, and ample terminal facili ties at Portland, it will not be so anx ious as It Is now to build up Its Pugel Sound points. Oregonlan.
