Another case of "between the devil and the deep sea." NEED OF THE SHIPPING BILL, Tacoma Ledger. A New York paper that has been an earnest opponent of the shipping sub sidy bill expresses gratification at the marked Increase In the United States merchant fleet during the past year. It draws attention to the fact that during the first quarter of the present year the United States had 115,500 tons of merchant vessels under construction, while France had only 104,100, and Italy 105,500. The paper points out that the last two countries pay construction as well ns navigation bounties. The In ference this paper would have us draw is that the United States, without sub sidies. Is bullJing as much shipping as those countries that pay them. It omits to mention the very Important fact and In this connection a very do plorable one that during the past year only one American vessel was huilt to engage exclusively In the foreign trade. The facts are that despite the marked growth of American tonnage on the lakes and in the coasting trade, our foreign trade tonnage has actually fal len off. Our coasting trade is protect ed for American vessels and that trade 13 growing by leaps and bounds. Our foreign shipping lacks that protection and It Is gradually decreasing.
