' Representatives shall be apportioned among ths several states according to their respective numbers, counting the whole number of persons In each state, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for president and vice-president of the United States, rep resentatives In congress, the executive and Judicial officers of a state, or the members of the legislature thereof. Is denied to any of the male Inhabitants of such state, being twenty-one years of age and cltiiens of the United States; or In any way abridged, except for participation In rebellion or other crime, the basis of representation therein sha'.l be reduced In the proportion which the numbers of such male Inhabitants shall bear to the whole number of male citi zens twenty-one years of age In such state."-Federal Constitution, Sec. 2, Amendment XIV. As to the Justice or injustice of ex cluding the negro vote In the states of the South, where constitutional amendments have been adopted for that purpose,' perhaps the states of the North may have nothing to say. It Is very certain such attempted discrimi nation against the negro or any other native-born element of the population would not be permitted in the mates of the North, but If the whites of the South see fit to set such a precedent the plague will be on them and their descendants. With the question of the South's claimed voice in the federal government, based upon the represen tation of this suppressed element, the North, on the contrary, may have a grtat deal to say. At least 40 votes cast In the electoral college by the South ire accorded to the negro popu lation of that section. These negro electoral votes are counted every four years for the Democratic candidate for president. It was through these ne gro votes that Mr. Cleveland became president for two terms; without these vote there would be no menace of Bryan's election this time, and the Democratic party would be without hope cf success In any presidential contest for many years to come. These congressional representative are almost Invariably Democrats of the moot extreme type, who make It a principal of their poli tical creed, to Vote against every pub lic measure proposed by the North or which emanates frm a Republican source. There Is little doubt that this excess representation In the South will be cut off on account of Its disfran chisement of the negro voter. It Is not only a matter of Justice to the balance of the country that this should be done, but it Is a matter of imperative consti tutional requirement that It should be so, as appears from the section of the fourteenth amendment above qu'H'd. Mr. Bryan's forthcoming letter of ac ceptance of the Kansas City nomina tion is said to be almost entirely de voted to the menace of '.'Imperialism" and 'militarism," from which he claims there is no salvation for the country but his election as president. This new peril he evidently regards as more Imminent that the ruin which he once pronounced Inevitable under the gold standard policy of the Repub lican party. Is it possible that any in telligent American citixen can respect the opinions of such a ranting dema gogue and fakir? If Bryan Is elected, snd with him a Democratic congress, the mob element is promised a reduc tion of the regular army to 27.000 men. Just think of It! Leaving out of con sideration the withdrawal of our troops and the abandonment of our position In China and the Philippines, Mr. Bry an and his Democratic congress would reduce a nation of nearly SO.000,000 peo ple; of mixed nationality and composed largely of the off-seourings of Europe; inhabiting a territory proper extending nearly 3,000 miles in one direction by nearly 2.000 miles in another, to say nothing of Alaska and our outlying pos sessions In the Atlantic and Pacific oceans; this vast territory and complex people to the protection of an army fewer In numbers than the police force of the city of London! Can Imagina tion go any further in Its contempla tion of the fearful consequences in volved In turning over the government of this nation to a candidate and party proclaiming such a purpose and de manding that they be given power for Its enforcement? The success of Bry an and his free silver idiocy would be bad enough, but what may we ex pect from the added calamity proposed by this latest anarchistic program? The people of Astoria should be deep ly Interested in the efforts of Warren ton to secure a bicycle path from that town to the coast. When accomplish ed It will bring to this part of the state considerable business from the hundreds of cyclists who will come down from Portland to enjoy a de lightful spin along Clatsop Beach, four teen mll-.'s in length, which can now be reached only by train and In an ex pensive and roundabout way. There Is no finer stretch of beacb on the coast for cycle riding, almost level and as hard as a macadam roadbed. A path only twj miles In length will en able cyclists to reach the upper end of this magnificent beach from War renton, which would In that case be come a popular rendezvous for the cyclists of the Columb'a and lower Wil lamette valleys. Such a path would, of course, be ultimately extended to Astoria, and besides being an unfailing source of pleasure and profit to local cyclists would divjrt to Astoria from Seaside a large share of the best-paying patronage which that popular re sort now enjoys. Those Interested In the future development of Astoria and the region about the mouth of the Columbia should extend to this worthy enterprise the cordial support which it so richly deserves. The attention of taxpayers and oth ers Interested is called to the semi-annual statement of the financial condi tion of Clatsop county, published in supplement form with the Astorian yes terday. It Is a most creditable docu ment, both to the administration of the county court and to the county clerk and treasurer, who arranged It. Its plainness and completeness as an ex hibit of the county's affairs cannot be excelled. The current expenses of the county for the six months covered by the statement were but $14,738.57. Dur ing the same time the unprecedented showing is made of $37,869.77 In out standing warrants cancelled and Inter est paid; a reduction having thus been effected by the county court In the county indebtedness since January 1, 1W0, of fully $23,313.20.
