The sad drowning of little Paul Ahao, which occurred yesterday afternoon, ought to be a warning to parents who allow their children to go with other little ones to play In places where it is a wonder that mare accidents of a serious nature do not occur. Not many weeks ago another lad was rescued by a heroic bystander from similar dan ger. There are many places along the water-front where the flooring has be come rotten and contains great gaping holes which even the careful adult who may have business there finds it dif ficult to avoid, yet groups of little ones may often be seen In such places care lessly running about, evidently little mindful of the Imminent peril which threatens them. Property owners along the water-front should be compelled to keep their tloorings Intact or their property fenced in, and at the same time a little more parental oversight would not be amiss. Not that we would for a moment reflect upon the alfileud parents uf little Paul, In the moment of their bereavement: for such accidents are always liable to occur and can never be entirely prevented, even by the most rigid precautions. Until the commencement of the war with Spain no fair opportunity was had under service conditions to contrast vessels of Europpan construc tion with those which were the prod uct of American yards. This govern ment accordingly took over two vessels under construction for the Braslllan government, the cruisers New Orleans and Albany, Both were of the high est British type; were constructed by one of the greatest firms of British shipbuilders, who had large experience In building warships, and the versels under construction were substantially Identical with vessels which had pre viously been built and accepted for the British navy. Both of these ''essols werj recognlied us being In every re spect up to the standard of the British navy. This government took them over from the' builders. In pursuance of an arrangement with the Braslllan gov ernment, because they were needed for the navy, and because It was a mat ter of considerable Importance that Spain should not be permitted to strengthen her navy by their acquisi tion. Ever since the New Orleans went In to commission there have been rumor as to her imperfections. It has been an open secret that she was top-hee.vy, and afforded a very unstable gun plat form even In a moderate sea; and all olflcers who have served aboard her have united In testimony that her in ternal arrangement was decidedly un comfortable for officers and crew. This facts have been set out elab orately In a full report from Captain Ide. now serving in command of the New Orleans in the Philippines, and his statements are somewhat startling. substantiated as they are by the re ports of his chief engineer and sur geon. Captain Ide reports that the ventilating arrangements are so Inade quate that the temperature of the cor dite magazine is constantly near the danger point, and that the most con stant watchfulness is required so that the Instant this high explosive ehovs signs of deterioration It may be thrown overboard. For the same reason, and because the crew space is too small, it has been necessary, ever since they reached the tropics, for officers and men to slep on deck; and during the rains they are forced to stand up under the awning's, their ordinary sleeping quarters being absolutely uninhabitable. There has consequently been much sickness, due to exhaustion and want of sleep. He states that while in the American-built ships there are about a thousand feet of air for each man In the crew space, there are barely two hundred in the New Orleans, and this with a very defective circulation. He points out further that the mill tary masts and superstructure l.ave a tendency to make the New Orleans top heavy, and that it is unsafe to re duce her coal supplies very much. In addition to this, his chief engineer re ports thtt the engines have short con nections, small steam space, no sfpa rators In the main steam pipes, no In dependent air pumps and very slow re versing gear. As much as four min utes are required to reverse the en gines. At low speed the engines do r.ot balance up, and seem to labor greatly. The gravity of this report Is !n creased by the fact that the Albany, purchased at the tame time, from the same builders, but only recently put into commission, will probably develop the same defects. Neither is it possl ble. except at enormous expense, ln volvlng a practical rebuilding of each vessel, to remedy them. The value of either vessel for use In the navy is far less than that of American-built crul sers of the same class. The lesson Is a costly on; but the experience is not without value. It la apparent that American war vessels are as far super ior to those built In European ship yards as the navy officers and American shipbuilders who have had opportunities of comparison have heretofore claimed.
