The world seems ablaxe with a fierce conflagration of lawlessness, Including in its range civilised, and uncivilised races alike. The attention of newspa per readers Is Quickly called from state to state and continent to conti nent, as each scene of violence gives place to one more flagrant and out rageous. The assassination of King Humbert of Italy is an act so uncalled for that it meets with universal hor ror and condemnation. Like the be loved Empress of Austria, so recently the victim of a cowardly assassin. Humbert was almost Idolized by his subjects, who have no sympathy with the anarchist who deprived them of a kind and liberal ruler. The Mafia organization, to which the murderer, Bressi, belonged, has been re sponsible for many an outrage and murder on American soil, and. In re taliation for such deeds, the righteous ' Indignation of more than one commu nity has been vented upon Its members to their destruction. Men of this stamp, who were responsible for sim ilar outrages In Ireland, were recently refused admission to our country by the immigration officers at New York. "We are unfortunate In having a class of politicians who hope to secure the Irish vote by opening the doors for these notorious characters. The Irish vote, we believe, could no more be gained by such methods than could the Italian vote by our government throw ing Its protecting arms around the murderer of King Humbert. Our im migration laws have been improved from time to time, and if any unde sirable character now gains admission the fault lies in their non-enforcement and not in the statutes themselves. The riotous strikes and other sim ilar demonstrations which disgrace our laiid will not cease as long as the scum of Europe is allowed free ad mission to our shores. A popular gov ernment has its weak points, and one of the weakest of these is the unwill ingness of public officials to accept the responsibility for prompt and deter mined action In the suppresion of law lessness. This one thing more than any other accounts for the prevalence of mob 'violence in the Southern states, where sheriffs and governors alike do not dare to enforce the law against Democratic mobs which are the ex pression of public sentiment. The re cent cool and determined stand taken by the officer in command of the mili tia at the Steveston fishermen's strike was refreshing and an unfortunate con trast to the ordinary conduct of our officials on this side of the line. We are responsible to our new pos sessions as an examplar of good govern ment and of a civilization higher than any they have known. It behooves the American people, then, to be on their good behavior and set an exam ple of which we need not be ashamed. THE GOOD IN MISSIONS. Philadelphia Times. That undue importance has been giv en to the representations of travelers who have made disparaging representa tions respecting the evil worked by the Christian missionaries in China, can scarcely be doubted. The value of such testimony depends not only upon the character, but the spirit of "the' wit nosses, and Just at this time there ap peal" something Iocs than fairness In the current publications. Travelers who take no interest In the religious operations of the churches at home are not likely to furnish im partial and trustworthy accounts of the Christian work done by the mission aries in the foreign countries they visit People see what they go to see. Those who are not In Intelligent sym pathy with missions to heathen people are not likely to give the close and un prejudiced attention to the results of missionary labor which would make their estimate of it valuable. This bears closely upon the affairs in China, and public attention is likely to be misled by careless talk about the re sponsibility of the missions in produc ing the present unhappy conditions. Without claiming Infallible prudence for all foreign missionaries, there are important facts which go far In oppos ing the frequent chavges of Injudicious seal made against them by unfriendly critics. The missionaries sent out by the churches are not ignorant fanatics. They are earnest, intelligent and thoughtful men and women who have been selected by competent Judges of character and they have been trained for this work. It is to their interest to pursue the most conciliatory course toward the people they seek to convince and win, and It Is a grave mistake to regard mission work as merely a system of prosclytism. Independent of and in addition to the spiritual and re ligious Intluence on personal character, the most competent authorities join In testifying to the great value of the contributions rendered to the cause of civilization and the progress of the world In science, art, literature, com merce and phllanthrophy. It is In this clear light that we mus consider the missionaries' labors, and the conclusion thus reached Is that deplorable error is made by those who sweepingly condemn missions and mis' sionaries as factors working always for evil results to the people to whom they minister and to the nation that sends them on their sacred errands.
