There can be no doubt that the con tinued difficulties which our generals report In maintaining order In the Philippines is due to the declared pur pose of the Democratic party to pull down our flag and retreat from the archipetago. The leaders of the Tagals are ambitious and scheming and well understand how to encourage their fol lowers by the evidence of a back fire upon the American troops. We may be certain that the Philippine plank of the Democratic platform has been translated into Tagal and has been read or heard by every Inhabitant of Luion. Every disloyal utterance of a Democratic orator is promptly made known to the rebels. a ho are ambus cading our troora, and many are the pcor soldiers whose death Irf lb.-; direct result of the treasonable harangues. No other nation was ever so patient with disloyalty in the face of the ene my. We cannot sympathize with Great Britain in its efforts to conquer a civ ilised people In South Africa, whose virtual independence it has many times recognized, but we could not very earn, tstly condemn a Loudon mob for re anting public speeches calculated to increase the death roll of an army rent by national authority. This disloyalty of Bryanites to their country is te-l peeially distressing Just now. --hen the t-flort to aid our unhappy citizens In China is depleting ur forces in the Philippines and exposal'? those left to additional danger from the maraud ing and bloodthirsty bands. Not only art the rebels in arms eccouraged, but peaceable citizens who would gladly ac cept our PMceeti in If they could ily on it, are in fear that, after all, we shall desert them and leave them to the vengeance of the Tagal hordes. Whenever it shall become evident that the people of the United States are in earnest in proposing at ail hazards to establish order in the Philippines, and so fulfill our obligation to Spain and the world, the inhabitants of those islands will be among the first to know j it, and then, and not till then, may we expect submission and loyalty from the masses of the people. And in that hour also will the robber bands break up. Meantime it Is Bryan and his fol lowers who are responsible for th death of our brave boys who have tfene at the call of their country.
