There can be no doubt that the con
tinued difficulties which our generals
report In maintaining order In the
Philippines is due to the declared pur
pose of the Democratic party to pull
down our flag and retreat from the
archipetago. The leaders of the Tagals
are ambitious and scheming and well
understand how to encourage their fol
lowers by the evidence of a back fire
upon the American troops. We may
be certain that the Philippine plank of
the Democratic platform has been
translated into Tagal and has been
read or heard by every Inhabitant of
Luion. Every disloyal utterance of a
Democratic orator is promptly made
known to the rebels. a ho are ambus
cading our troora, and many are the
pcor soldiers whose death Irf lb.-; direct
result of the treasonable harangues.
No other nation was ever so patient
with disloyalty in the face of the ene
my. We cannot sympathize with Great
Britain in its efforts to conquer a civ
ilised people In South Africa, whose
virtual independence it has many times
recognized, but we could not very earn,
tstly condemn a Loudon mob for re
anting public speeches calculated to
increase the death roll of an army rent
by national authority. This disloyalty
of Bryanites to their country is te-l

Whenever it shall become evident that
the people of the United States are
in earnest in proposing at ail hazards
to establish order in the Philippines,
and so fulfill our obligation to Spain
and the world, the inhabitants of those
islands will be among the first to know j
it, and then, and not till then, may
we expect submission and loyalty from
the masses of the people. And in that
hour also will the robber bands break
up. Meantime it Is Bryan and his fol
lowers who are responsible for th
death of our brave boys who have

the 31t day of July, 1900, the commit
tee on ways ami means of the Com
mon Council of tho City of Astoria,
will receive sealed bids ror furnishing
the City of Astoria with not Ics than
fifty nor more than sixty-five arc elec
tric lights, for a period of from one
to three years, to be run all night, of
not less than 1200 candle-power each
to be furnished and maintained at
such places as shall be designated from
time to tlm" by tho Common Council
of the City of Astoria; as provided
by ordinance No. 2W8 of the City of
Ar torl-i, entitled "An ordinance author

lo advertise for bid for lighting (he
City of Astoria and to enter Into con
iruct with the lowest responsible bid
l r," which ordinance 'vus approved
the 17th day of July, 1900. and all bids
must conform to the ,'equlreinent of
said ordinance with regard to the bond
retpilred thereby and otherwise. The
rlsht Is reserved to reject any and all
bids.
Said committee will also up to said
time noresald receive proposals or bids
for lighting the City of Astoria with
a suftlt'lent number of Incandescent
lights, gasoline, acetylene, or oil lamps
to be reported to the Common Council
of sold city at its next meeting, but
snld committee will not contract for
any lights other than arc electric light
as ilirit above stated.
