Dispatches from Manila to the war department clearly indicate that the Filipino insurrection has at last been subdued and that Agulnaldo and his deluded soldiers are anxious to con clude terms of peace with the United Slates. At the Filipino congress held at Manila the other day. the members of which represented the distinct re volutionary element, the following terms of peace were agreed upon and submitted to the United States repre sentatives on the island; as reported in yesterday's Astorian: First Amnesty. Second Return by Americans to the Filipinos of confiscated property. Third Employment for the revolu tionary generals in the navy and mili tia when established. Fourth Application of the Filipino revenues to succor needy Filipino sol diers. ' " Fifth Guarantee to the Filipinos of exercise of personal rights accorded to Americans by their constitution. Sixth Establishment of civil govern ments at Manila and in the provinces. Seventh Expulsion of the friars. There is a general belief among those in touch with the administration that few if any of the clauses will be ser iously objected to by the authorities at Washington. Indeed, it asks no more In most respects than the administra tion announced Its willingness to grant from the outset. General Otis said some very inter esting things to an interviewer at Chi cago a few days ago. While admit ting that troops will be needed in the Philippinss for some time longer, he declares "the real war is over," and the natives want peace. The reason they have held out so long some of them is that they wanted to make the best possible terms. In what he says of the natives look ing for terms General Otis confirms the Impression of those at home, for it is evident that the ill-directed in dustry of the Aguinaldoists at home Is largely responsible for the hope that they will have their own way with Bryan's advent to office. He did not particularize as to what they consid ered good terms, but there never was any doubt but that the people of the Isl ands would have good treatment from the United States. They can, perhaps, hardly be blamed, in view of their long experience with the treachery of Spain, for not understanding this at first, but they should have learned something by this time, enough to know that Americans are not Span lards. Doubtless, too, they would, but for the causes already cited. He has rut the liars at home to shame. They have chosen to exaggerate the occas ional affairs with scattered groups of banditti Into formidable demonstra tions, and to make sneering comments about the "war." But now that the Filipinos have practically decided to end the Insur rection it is safe to pay that they will not be long left in doubt as to the in tention and purpose of the American government in the Philippines, and that the policy will be for their upbuild ing and prosperity. The German emperor has won his point. He some time ago announced his Intention of making his navy com parable in strength with his army and of putting his empire into the foremost rank of sea powers instead of in the seventh place, as at present. With that end In view he directed his minister of marine, Admiral Von Tlrplts, to Intro duce into parliament a bill for the immediate doubling in slse of the im perial navy. That measure was bit terly and stubbornly opposed, but at last was substantially carried. Last week it became a law, And forthwith the work of Increasing the German navy to double its present site and more than double its present strength will begin in a group of shipyards second In efficiency to none In the world. This proceeding Is, of course. generally regarded as an extension to the sea of that system of militarism which Germany has so long maintained on land, and which indeed she origin ally founded. No doubt the einperor has an eye to those International con llicts which have so long been proph esied, and which, with all our hopes for peace, must always be regarded as possible. He must be recreant to his duty as head of the German state if he did not. In her last great war Ger many was splendidly victorious on land, but met with disaster at sea. William II intends that if she shall ever again engage in such a war her sailors shall give as good an account cf themselves as her soldiers; and in that he is quite right But that view of the cas. though" important, is only partial. A nation Is, apart from all menaces of war, naturally entitled to have a military marine proportionate in size to its mercantile marine. The United States cannot be reck oned among the powers bent upon the partitioning of China in the present crisis. This country ha never coveted Chinese territory. It asks for no more than equality of rights with all other nations in trade and industry. Vet it is deeply concerned in the present crisis. If the legations are all destroyed the American legation Is gone, too. Ameri can property is as much in peril of destruction as that of any other nation allty. The lives of Americans are no more safe than those of any other for eigners; and it is necessary, as much for this country as for any other, to take prompt and vigorous steps for the protection of American lives and prop erty so far as they still exist, and for the exaction of full indemnity for all that have fallen or shall fall prey to the fury of the mob. There is no long er any time for arguing over the at titude of the Empress Dowager or of the imperial troops toward the Box ers. The simple fact is, if the news of today be confirmed, that cither wil fully or negligently the Chinese gov ernment has permitted these outrages, and the only course the aggrieved na tions have is to go in themselves with a strong hand and restore order, inflict punishment and exact Indemnity. When Mrs. Russell Sage went home, after a shopping tour, the other day, she pulled the bell at her front door, and the wire, being old and rusty, broke. Mrs. Sagfell backward down the steps and was badly bruised, be sides suffering the dislocation of one of her arms. Of course, this wouldn't have happened if Russ had been will ing to have an electric bell put in or to pay thirty or forty cents for a new wire. Now the cost of liniments and bandages alone is likely to amount to a dollar and a half. A Philadelphia paper, referring to the death of an esteemed citizen, said he "expired in his home in this city, where he won fame from heart dis ease."
