WASTE AS WELL AS THEFT. There Is said to be sufficient reason for believing that the Cuban postal frauds have been grossly exaggerated in Irresponsible gossip, and that the amount actually stolen does not ex reed 30,000. It Is to be hoped that this comparatively modest estimate will prove correct, and at the same time that if It does the circumstances will not give rise to undue satisfaction. The disgrace Involved, the New York Tribune correctly declares, is not measured by the proportions of the theft, and it is safe to say that if any ' disposition should be shown In official clrcl to push the scandal out of sight as a thing of trivial importance af ter all, it would not be generally shar ed by the people. Moreover, there is another point to be considered. How much money has been wasted on the postal establishment in Cuba In addl tion to the amount stolen? And If the amount so frittered away is largev what does the fact suggest as to the spirit in whl.-h public servants have entered 'ipoi their duties in that de partmeni, and perhaps in other depart menu there and elsewhere in our new depend jncies? Vt't have no wish to encourage need less suspicions, but there is much food for thought in 'he announcement of what Mr. Bristow. acting director of post in Cuba, has already accom plished in the way of reorganizing the headquarters staff at Havana. By com binations, dismissals and reductions he has cut down the ealary list right there by more -than $42,000, and It is not Intimated that his economies are merely for temporary effect and likely to impair the efficiency of the service. The probability, on the contrary, is that he has got rid of men who have beer, standing in one another's way and that the smaller force, imbued with a new sense of obligation, will do the work better than It has ever been done before. It would certainly be unjust to cond'-mn with extreme severity a sub ordinate in the publio service merely because he kept a comfortable berth at a gond salary while conscious that the force to which he belonged could be profitably reduced, and that in conse quence he was an illustration of the wartcful manner In which the public business was being transacted. But the men In control, however incapable of personal dishonesty, cannot in sucb a case be acquitted of the grave charge of unfaithfulness to plain duty. If their excuse Is that they have on ly fallen in with the extravagant prac tice of the times, the fact that it is a familiar excuse does not make it ac ceptable. It Is evident that the postal admin istration in Cuba was an example on a small scale of the same sort of de bauchery, and It Is necessary to con older to what extent the infection has spread. It Is chiefly to this question. as we understand it, that the senate Investigation recently authorlxed will be addressed. The scrutiny cannot be too rigorous or the honest results too plainly stated. SHOULD DEPARTMENT EXIST? STORES The department store Issue, one of the "Uvest" In busln ;ss today, and up on which legislators of several West em states have !egislat?d and courts decided. Is thoroughly discussed. far as It relates to New England, in the first part of ihe report of the Massachusetts Bureau or Statistics of Labor. Whether the conclusions, of which are In the nature of sur prises, are fully applicable to Brooklyn, a less conservative and more cosmopol itan .city than Boston, may be im agined. Nevertheless, the work, like all from the Massachusetts bureau, will stand as authoritative, and, in many respects, an effective answer to the demagoguery and partisanship with which all social ani industrial ques tions are unfortunately wrapped- It will, for example, doubtless surprise many of the objectors to department stores that the statistics, most impar tially obtained and intelligently exam' ined, do not show a material decline in the number of retail stores in pro portion to population; the ratio chang ing only from one to 123 in 1S75 to one to 142 in 1S95. Some lines show a con' siilerable decline, for which it Is by no means certain that the department store is responsible, while In several other lines, against" which complaint na, oeen oireciea, tne numoer is eltner greater or not materially different from that of a quarter of a century ago. Many lines of retail trade show during the term a complete reversal of meth ods, affecting each quite as much as the department store, the competition for example of a thoroughly organized grocery being fully as severe upon these less perfectly organised, or work ing with smaller capital, as that of a department store could be. Indeed, the competition in all branches of trade is keen, but it is quite clear that it proceeds from various causes besides the growth of department stores, for example, the Introduction of styles, more rasttaious tastes among customers, obliteration of district neighborhood boundaries, and special ization of branches. The report sums up the whole mat ter In the following authoritative and competent conclusion: 'The trend of modern business, quite apart from whatever jnfalr practices may exist among the unscrupulous, is toward concentration of capital and perfection of organizations the elim (nation of unnecessary expenses and a corresponding reduction of profit the Individual article, accompanied by an enlargement of profit In the aggre' gate, which permits a lower price to the consumer. This Is substantially the same movement that has taken place and Is still going on In the In dustrial world. On the one hand the department store, on the other the fac tory, exhibit It in its highest form, but the same tendency Is shown through every branch of trade, every avenue of industry. Its ultimate result, co far as the consumer is concerned, Is a wider supply of commodities at lower prices. No such movement can take place, of course, without arousing active oppo sition from those who puffer from lt, or who are overcome bv it. in the transition from the old to the new or der."
