The Astorlan guarantees to Ita ad vertisers the largest circulation of any newspaper published on the Columbia river. Advertising rates can be bad on ap plication to the business manager. The city council deserves much rroijj fr the stand it has taken on th electric light proposition. Through out the1 city, and among all classes, there is universal commendation of the resolution to dispense with light alto gether, rather than to submit to the oppressions of the West Shore Mills Company. Other ccmmunlties have had these fights, and in every instance where they have been carried on by fearless and Incorruptible men victory has been gained. If It be a fact that tne West Shore Mills Company cannot furnish lights at the same fig ures or at even a much lower charge than In former years, ' then, like oth er luxuries beyond- the pocket-books of the people, let the city by all means return to primitive conditions and put up wKh no lights or adopt some one of the many cheap substitutes for electricity, the same as hundreds of better able and more pretentious cities throughout the country than Astoria are now doing. There Is not only no excuse for the extra rates demanded by the West Shore Mills Company, but on the other hand there are many reasons why it can now furnish lights to the city cheaper than it ever could before- The increased cost of mater ials used In the general trades, about which the company makes such loud complaint, does not affect the electric business to any appreciable extent whatever. In fact, the Improvement in electrical machinery and the prog ress of its manufacture have great ly lessened the cost of plants and ap pliances of all sons as contrasted with even a year ago. In addition to this, it is very much less expensive, as was rotated out by a well-informed corres pondent in the Astorlan a few weeks ago, to operate a light plant In Astoria than In any Eastern or Interior city. There are'rio atmospheric disturbances here to cause deterioration or damage, and the supply of suitable fuel is greater and costs less in Astoria than in Portland or any other town In Ore gon. There is no reason, therefore, in the demands of the company and the members of the city council will per form a lasting service to the people if they push the battle now on to the last extremltr of resistance to the extor tions which It Is attempting to make. There Is every Indication that the rush this year to Astoria and other seaside resorts will be something al together unprecedented. Transporta tion faculties are better than ever be fore, the fare is cheaper than for any like distance elsewhere in America, business of all kinds is good and the people were never so able to afford or more disposed to enjoy a brief recrea tion in the Incomparable atmosphere and tempered sunshine of this portion of the Pacific coast. With this Immense influx of visitors it behooves Astoria to put on th best front it is possi ble to display in the general tidiness and good order that has so much to do with the favorable impression of strangers. It is a satisfaction to ob serve that householders in nearly ev ery residential section of the city seem to have entered with one ac cord in the work of house cleaning, and the beautiful lawns, fine flow er gardens and other out of door sur roundings present a charming and. al together commendable aspect of beau ty and tare. Cut In the business sec tion, where most of the coming visitors will receive their first ani most last ing Impressions of Astoria, the con ditions, Jt is sad to say, are entirely the reverse of pleasing or creditable. The streets are littered with the ac cumulations of the winter's gales and the washes from the ht lsldes. With the return of settled weather ' It , Is rpsnriu tf) frr,Act that rr.ucb cf this arpearanoe of disorder will he remov- ed through the efforts of the street superintendent and his energetic corps of assistants. There'" Is little how ever, for the street superintendent to spend, his muscle and deplete the al ready overburdened liimnoos of the city In any effort to cleanse the streets and sidewalks in either the business district or any other portion, of the city, so long as the authorities toler ate the nuisance of the myr iads of telephone, telegraph and elec trie light poles which have been erect' ed anywhere and everywhere at the sweot will and pleasure of the, men who manage the local affairs of these corporations. It is perhaps too much to ask. at this time, in Astoria, that these wire and fixtures shall be hidden underground, the same as In other places, but it Is certainly only reasonable that these companies shall be compelled to mitigate their unwar ranted deformity of the city streets by appl tng at least an occasional coat of paint to the gigantic poles which line the highways and sidewalks in every-direction. There is scarcely a country village in the land without Its regulations of this character. It Is useless for the Individual householder or property owner to spend his money in an attempt to beautify the sur roundings of his property by the ap plication of paint and rapalrs. when the wobbling and weather beaten poles of any electric wire company are al lowed to. be stuck up or propped up on every accessible spot In the vlcin- ity of 1.1s property. The city council ho. sKw ., ...it companies to tone down some of this ugliness that mars the city by the lib eral use of some shade of good, ser viceable paint (which should be spec ifled by ordinance) on their poles and other fixtures, and no time should be lost in applying that power. The speech of Temporary Chairman Howard at the convention of "middle- of-the-road'' populists, held in Clncln natl yesterday, and published In full In today's Astoria, will repay a read ing by every Intelligent student of eco nomic conditions, of any political par ty. There are many grains of truth mixed up, of course, with much error, In Mr. Howard's remarks. His treat ment of the trust question is origin at and based. It cannot be denied, on sound principles. He does not rail against any political party, nor de mand the uprising of the poor toiling masses with arms In their hands for the despoiling of the rich men as the proper remedy. , He shows that the existence of the -trust is but the natur al, outcome of a business situation, brought on by fierce and unreasonable competition. Competition, as he puts it. Is not the "life" but the "death" of business, and it Is due to competition, and not to any legislation now on the statute books, that the present large combinations of trade and commerce have been formed. These are remark- able declarations to come from one of the party to which Mr. Howard be- longs, and are worthy of examination by all thinking men. Rut that point does not enter Into the case. In the view of lawyers. The question, as they see It, Is purely one of law, and the law as It stands, regardless of Its Injustice, must be upheld by the su preme court, in their view. The law yers for Governor Taylor havs made some- strong points on the question of the court's Jurisdiction, but the feel nf thal ,heM m not ,lrouf I I enough to Justify a decision of th supreme coart in. Taylors favor. It goes abroad now to span the rivers and chasms of all the world, a task to which it has proven Itself fully equal. There will be heartburn ings and Jealousies manifested by un successful competitors, but when any country wants a good bridge built within the shortest possible time American bridge-builders will be call ed upon to do It, whether the bridge to be located In the old world or new or in the Islands of the sea. The bridge which the Phoenlxvllle Company has taken the contract to construct over the Bt. Lawrence at Quebec will be the most prodigious structure of its klnl In existence.
