REFORM OF INSANE LAWS Instead of spending half a million dollars on two new wings for the Oregon Insane asylums, the Insane laws of this state should be reformed. There should be more rigid regulations governing commitments, which are made altogether too easy and the asylums are filled with victims of drug habits and old people who never were insane. As in other states cases of mere senility and harmless incurables should bo returned to their fam ilies or to county infirmaries. The taxpayers are burdened un necessarily and Oregon gets the undeserved reputation of having more iusano per capita than il Bhould. HIGH COST OF SCHOOL BOOKS A. committee created by th last legislature is investigating the high cost of school books in Multnomah county. The same sublect should interest the legts lature bo far as the rest of the state is concerned, for there is general complaint. Public school books not only cost too much but changes are forced upon the people altogeth er too frequently. The first text book commission, appointed by Gov. Geer under great public pressure, was composed alto- f gcther of b'ir.lness men. It rut the list of books used about ' and reduced the price materially, giving the puplla a high class or text books. The next textbook commission was oartly compos ed of business men and partly oi "educators." .
