Senator Carter, who was Commissioner of tho General Land Office under Pres ident Harrison and is conversant with general land oflice practices, has pre sented a resolution in the Senate in which ho eavs he will attempt to show. if. an early date, that the Secretary of the Interior acted entirely without au thority w hen ho published au order on December 13 Inst, prohibiting the issu ance of hind patents to homestead en trymeii under all laws, regardless of conditions. Tho order of Secretary Hitchcock, to which exception has been taken by Senator Carter, and to which general resent tin nt is olferod by the people of! this slate, is presumed to have been made by Unit odicer in harmony with that part of President RooHevelt's mes sage in which ho proposed that nil homestead and other entries to public lands bo investigated by special agents and duly reported on as to the regu larity with which the entry was made and final proof offered, before patent shall issue to such lands. . 1J ut there are iu this state many en try men whose claims should have passed to patent for the last several luonths and these are envolved in tho general order that has been made by cunts for timber lanrl are restricted to PAPER 1 1G0 acres each, a condition that makes possible tho distribution of this part of the public domain among many citizens as was originally coutenipluted iu the administration of the laud liiws. In this proposed disposition of the timber oil these lands, the question is suggested: What is to be douo with the land after tho timber has been re moved? More interest is taken in Lund Office circles bore in the proposed nnullment of the timber and stone act, whie,l has been favorably reported by the Senate public lands committee, and substitut ing therefore a law directing that tho ISovernment retain title to its remain ing timber binds, selling only the tim Iipi- at not, less tliau appraised value.
