Mrs. Frances Wat kins came in last Friday for a few weeks' visit and is at the Casteel hotel. Miss Sadie Ihxon of the O A. C. has finished this year's course and will sp"iid the vacation at Yaquinn. General Mansfield, in charge of the United States engineer corps and government works on the coast, arrived in Albany this morning from San Francisco, and wasjoined at noon by Colonel W. W. Harts, in charge of ,the state work, from Portland. The two left on the noon train for the Bay, where they are to be met by the Gen. Wright. They will go down the coast a ways and then return on the Gen. Wright for the Columbia and Portland, in specting tlic works of the gOvclii ment along the coast. Gen. Mans field had charge of the immense work at Galveston which gave him prominence and is a genius in his line of work. Speaking of the Ya quina improvement he said it was the lack of a showing of the com merce of the Bay and not the Bay itself which caused a failure to secure an appropriation for the Bay.
