Judge Day presented the demands of the American com mission in threatening words. He said that delay was the only possible object obtainable by the persistent efforts of the Spanish commissioners druggist to saddle the United States with 1 the Cuban debt, and would be tolerated no longer, as the United States would neither assume nor guarantee any part of the debt. I heartily wish . these roads and To ledo all success, except that their succes should root the Siletz Bay people out of a little bit of help they very, very badly need. We are now trying to build a wagon road down the coast to the port of Yaquina Bay at Newport. God knows it is the only chance for us to get a wagon road out or even a good trail except the one to Sheri dan, 48 miles distant. He knows it, for it was He that tumbled those mountains in there between where we live and where Toledo is built, so thick that the Siletz river lias to double on itself until it goes 40 miles to get across 15 miles of them. They are not more than 400 or 500 feet high, but they are steep, and well covered with heavy timber and logs. We love the Toledo people. They are good, kind, clever people. They are admirable, and they sell us goods cheap and treat us well when we go there. But the road ating or of reducing the face value of the Cuban bonds from 50 to 60 per cent, paying only half the stipulated interest on the reduced value. Before they would adopt either alternative they would sur render to the United States the entire Philippines. Judge Day responded that the surrender of the Philipines would probably be de manded, irrespective of the Cuban ; "hMfe or any other debt. There is not a great host of us, but we are badly isolated, and need, and I think deserve this much help. There are on the Si letz Bay twelve white families and about that many Indians.
