The following dispatch from the Oiegonian's Washington corres pondent is of much interest to a considerable portion of Oregon: "Washington, Cct. 14. It is not yet known whether another at tempt will be made to have $i,ooo,- 000 expended at Yaquina bay. As is well known, congress appropri ated the money tor the improve ment there, and said that the sec retary of war "may" contract for whole amount of the improvement. An opinion, one of those conven ient opinions which are obtained when wanted, was rendered by the attorney-general, in which he held that the word ''may" tlii not mean "shall," and that it was not man datory on the part of the secretary to make the contract. Secretary Lamont then decided not to make the contract, although the Oregon delegation made considerable stir about it. Resolutions were intro duced calling on the secretary to "give reason" why he turned Ya quina down. The secretary sent replies which did not give the real, true reason, which was that he, the secretary, believed that the Yaquina improvement was a job, and a bad one, and the government ought not to expend monev upon it. When the new administration came into power, it was thought that the delegation would be able to induce the new secretary to go ahead with the improvement, but Secretary Alger also refused to make the con" tract. It appears that all the engi neers of the army who say anything about Y.iquina have advised the the secretary that it ought not o be improved to the extent of $1,000, 00 j. Possibly the coming session of 1 the clothinc of ano her than Serat. congress will lake some action, and Corvallis Times, the engineers are looking forward ! The contest is hotter at Elk City to the incorporation in the river i than the Times visitor represented and harbor bill of a provision mak-; t to be. There is now an indepen- ing the letting of the contract for de"t ticket in the field backed by Uncle Hutch Bevins, and this com plicates matters somewhat. Out side influence is being freely mixed in. In addition to the help of Mr. Cyrus Noble, named above, other THE EXTRA SESSION. The Oregoni n, evidently speak ing with a full knowledge of the subject, disposes of the talk of an extra session of the legislature as follows: "A good deal of idle talk is be ing indulged in, aud many rumors are afloat to the effect that there is soon to be an extra session of the legislature. Some persons affect to speak authoritatively on this sub ject, but, as a matter of fact, all such talk is idle speculation. Gov ernor Lord is the only man who re ally would know whether or not such a course will be pursued, and thevgreat majority of the citizens do not now believe that he will do so. There is less public interest in a demand for an extra session, bu should the time for such action lo be Ukeu on his part, in uisjuug ment, occur, then it is possible that an extraordinary legislative session session will be called. "Governor Lord is not the kind of a man to be influenced by polit ical efforts, goiten up to effect a purpose, irrespective of public opin ion and public interest. He is keep ing his own counsels, evidently holding in mind the best interests of the state, and to be guided ac cordingly. No one has ascertained from Governor Lord an opinion up on the subject of calling an extra session of the legislature, nor is it believed that one will be called, un the public interests so require." A Hot Contest. A visitor from Elk . City reports that Rufus Simpson will be a candi date for mayor in opposition to Dr. Carter, who is on the Jim Dix n slate for that position, and desirts the presence of Mr. Cyrus Noble 'o assist at the primaries. The split occurred on a recent deer hunt when E. M. Mays killed the game, Dixon scoured, and repairs were made to Yaquina mandatory." BO YEARS' X. APIRIENOI. A number of our residents have been duped by a pair of swindlers ing to compel respondents to audit representing themselves to be agents appellant's claim for fees for servi ces while acting as sheriff of Lin coln county. The question presen ted is, must the sheriff collect fees from the parties who place proces ses in his hands to be served as such fees were collected by the sheriffs of othercounties prior to the act of 1893, or is the county of Lincoln liable to its sheriff under the act of 1893 in the same amount as the sal ary of the sheriff of Benton county. Salem dispatch of Oct. 13. Those who believe chronic diar rhoea to be incurable should read what Mr. P. E. Grisbam, of Gaars Mills, La., has to say on the sub ject, viz: "I have been a sufferer from chronic diarrhoea ever since the war and have tried all kinds of medicine for it. At last I found a remedy that effected a cure and that was Chamberlain's Colic, Cholera and Diarrhoea Remedy." This medicine can always be depended" upon for colic, cholera morbus, dys entery, nnd diarrhoea. It is pleas ant to take and never fails to eff.-ct a cure. 25 and 50 cent sizes for sale by O. O. Krojjstad. druggist. . The case of Durant has been ad vanced on the docket of the United States supreme court and will be heard on the 18th of November. It is said that Durrant is finally break ing down under the terrible strain to which he has been subuii teJ. for the Standard Designer and La dies Home Journal. And they who subscribed at "cut rates" are long ing and waiting for the fashion Jour nals that will never arrive all ten ding to prove that home industries should be avoided in all cases when it is possible to patronize strangers. Corvallis Times. An Indian and his family from Si letz were camped down by the saw nill the first of the week and there was quite a pretty baby about a year old toddling about its mother's knee, and the remarkable fact about it was that the baby had red hair. This Oregon climate (?) is responsible for some strange freaks of nature. The child was as dark as its mother but red-headed. Independence West Side. Building Inspector A. B. Rich ley, of Portland, has been examing the stone quarries of Lincoln coun ty, and those near Ashland. From his examinations so far, he says that he is convinced there is no need of going outside of ilie stale of Oregon to get building stone. He took samples with biiu which lie will have tested as to their crush ing strength. lUiu't Till aero Sjilt aud Nmoto Vnur l ife Awaj.
