THE YAQUINA IMPROVEMENTS.
Delegation Undecided Whether to
Press the Hatter.
The following dispatch from the
Oiegonian's Washington corres
pondent is of much interest to
a considerable portion of Oregon:
"Washington, Cct. 14. It is not
yet known whether another at
tempt will be made to have $i,ooo,-
000 expended at Yaquina bay. As
is well known, congress appropri
ated the money tor the improve
ment there, and said that the sec
retary of war "may" contract for
whole amount of the improvement.
An opinion, one of those conven
ient opinions which are obtained
when wanted, was rendered by the
attorney-general, in which he held
that the word ''may" tlii not mean
"shall," and that it was not man
datory on the part of the secretary
to make the contract. Secretary
Lamont then decided not to make
the contract, although the Oregon
delegation made considerable stir
about it. Resolutions were intro
duced calling on the secretary to
"give reason" why he turned Ya
quina down. The secretary sent
replies which did not give the real,
true reason, which was that he, the
secretary, believed that the Yaquina
improvement was a job, and a bad
one, and the government ought not
to expend monev upon it. When
the new administration came
into power, it was thought that the
delegation would be able to induce
the new secretary to go ahead with
the improvement, but Secretary
Alger also refused to make the con"
tract. It appears that all the engi
neers of the army who say anything
about Y.iquina have advised the
the secretary that it ought not o
be improved to the extent of

subject, disposes of the talk of an
extra session of the legislature as
follows:
"A good deal of idle talk is be
ing indulged in, aud many rumors
are afloat to the effect that there is
soon to be an extra session of the
legislature. Some persons affect to
speak authoritatively on this sub
ject, but, as a matter of fact, all
such talk is idle speculation. Gov
ernor Lord is the only man who re
ally would know whether or not
such a course will be pursued, and
thevgreat majority of the citizens
do not now believe that he will do
so. There is less public interest
in a demand for an extra session,
bu should the time for such action
lo be Ukeu on his part, in uisjuug
ment, occur, then it is possible that
an extraordinary legislative session
session will be called.
"Governor Lord is not the kind
of a man to be influenced by polit
ical efforts, goiten up to effect a
purpose, irrespective of public opin
ion and public interest. He is keep
ing his own counsels, evidently
holding in mind the best interests
of the state, and to be guided ac
cordingly. No one has ascertained
from Governor Lord an opinion up
on the subject of calling an extra
session of the legislature, nor is it
believed that one will be called, un
the public interests so require."

date for mayor in opposition to Dr.
Carter, who is on the Jim Dix n

the presence of Mr. Cyrus Noble 'o

been duped by a pair of swindlers
