BENNETT WHO knows more probably about Coos Bay harbor and bar than any other man with tho possible excep tion of Capt. Magee, has tho follow ing to say In reference to Major Mc Indoe's scheme for dredging the bar: "It is too bad that Major Mclndoe has decided to use a sea-going dredge in the Improvement of the Coos Bay bar. Where the tides ebb and flow, and the sand Is constantly being moved by wave action, the hole dug by a dredge on the bar would fill up before the dredge could take its load to sea and return. The jetty system has accomplished wonders for the bar, and why It should be discontinued for a new project, which proved a failure on tho Colum bia river, is more than we can un derstand. Tho sum of $350,000 is recommended for building the dredge and oporating tho same. Tho much greater portion of this sum will be n6cessary for tho construction of tho dredgo, but there' will bo enough of the appropriation left to prove the project a failure, and then tho dredge will bo taken to somo other place to do harbor work. Coos Bay will be charged up with the appro priation, and when wo again ask for deeper water on tho bar wo will be told that a largo sum was lately spent In a futile effort to attain that end, nnd that our commercial Impor tance doesn't justify any further ex penditure at present. There will bo no chance to divert this appropriation to maintaining the present jetty, because it will bo granted for the specific purpose of building and operating a sea-going dredge. Under tho cltcumstances It would be much bettor to get no ap propriation at all for bar Improve ment than to bo granted ono which restricts Its use to an experiment, tho falluro of which is a foregone con clusion. If this $350,000 was recommend ed to aid in building up to high water mark the sunkon portion of the jetty near tho bar. a great doal of benefit would be derived. It is over this sunken Jetty thnt tho ocean currents cany tho sand Into tho bar channel and causo tho bar to shoal. Build tho jetty up to high water mark and mako It permanent, thus portcctlng the channel from tho drifting sand, and tho woik accom plished horotoforo is a guarantee that a depth of 30 foet at low water can bo maintained at all times. Thoro Is no bar on the coast that can bo made to accommodate tho largest merohant vessols at such n comparatively trilling cost as tho Coos Bay bar. Statements of this nature have boon mndo nt various times by prominent government on glneors, nnd all of thorn favored tho Jetty system to accomplish that end. Tho presont half-constructed jetty has maintained (according to tho govcrnmont figures) a depth at low water of from 20 to 22 foet on tho crest of tho bar. Thou why, when tho jotty has proved such a grand success, should It bo abandoned and recommondatlons made- to spend $350,00 in trying to dig a woll In quicksand ?" Mr. Donnott sponks with a knowledge- horn of years of study and ob servation of local conditions and his vords should carry wolgltt.
