THE SHIPPERS of the United States pay $300,000,000 a year to the owners of, vessels flying foreign flags for delivering their goods to the consignees. That is, nearly $1,000,000 a day, excepting Sunday, goes to tho companies char tered In England, Germany, Prance, Italy, Holland, Belgium and lesser etates to do our hauling by water. Some Americans, who think much on this question, deplore the .condi tions responsible for this state of af fairs. They point out that 80 years ago our merchant marine was highly flourishing and, at one period, 92 per cent of the nation's commerce was carried in American bottoms. By degrees this ratio was reversed and tho civil war of the '-CO's accelerated tho shifting so that today only seven per cent of our shipments avtt'hauled in boats with the stars and stripes at the masthead. ,- Two reasons have contributed to this. After the civil war American capitalists found that building rail roads -and ilnvesting In other lines of internal development yielded much better returns than constructing ships for deep sea navigation. Na turally they directed their energies and resources to the more profitable sources of wealth. A secondary cause was that under our laws every vessel sailing under our colors must be the product of our shipyards. "We will have one of the best race meets over pulled off In Coos, coun ty," said A. H. Powers, president of the Coos County Racing Association, last evening in discussing the races which will be held at the Fair grounds course in Marshfield July 2, 3, 4 and 5.
