GOVERNMENT PLANS TO TAKE A CENSUS OF THE FORESTS AND OBTAIN ACCURATE FGURES ON STANDING TIMBER. WASHINGTON, Oct. 10. Tho National Conservation Commission has caused tho first comprehensive attempt at a census of tho standing timber in tho United States ovor un dertaken. The Forest Service has for years been eager to tako such consus, and tho Bureau of tho Cbn- sus has expressed Its willingness to co-operate, but tho funds have never beon available. Tho Conservation Commission, howevor, needs tho in formation to help completo its In ventory of the country's natural re sources, which it will lncludo in its report to tho Presldont, and since that report is to bo submitted on the first of next year, it needs tho in formation at once. In consequonce tho work of tho Census has been started with a rush and Is now under full headway. Xt may bo a slight exaggeration to speak of a consus of timber, for of course It is impossible to count tho individual trees in tho forests; oven tho moset ambitious plans of the Forest Service and tho Bureau of the Census did not contmplato that. But a trained man can with great ac curacy "cruise" a tract of forest and estimate tho number of board feet It contains. Large portions of the country, Including practically all the National Forests,' havo been estimat ed at various times, but these figures havo never been brought together and no organized effort has over been made to gather them into one total, nor to supply tho deficiencies whore hitherto no estimates have beon made. As a result, tho guesses as to the amount of standing timber in the United States, rango all tho way from 822, G82 million to 2,000 bil lion board feet a difference ot more than a trillion foot in tho esti mates of tho best qualified authori ties In the country. In tho bplnlon of tho Forest Ser vice, tho most carefully propared es timates ye't made aro thoso by Henry Gannert, published by tho Twelfth Census in 1900. These placed the total stumpago at 1,390 billion board foot. Mr. Gannett, it so happens, has beon chosen by the President to com pllo all the Information gathered for tho Commission, and with his previ ous acquaintance with tho subject of forestry, ho Is at work now enlarging tho knowledge of forest areas al present available. Tho importance of. this consus lies largely In tho fact that it will glvo an accurato basis for computing how long our timber supplies will last. Through tho co-operation of tho For est Sorvico and tho Census Bureau tho country's annual consumption of wood Is known with tolorablo accur acy, although even hero there are somo discrepancies, becauso a large amount of wood is used for posts, fuel, and domestic purposes, for which no satisfactory data has yet beon collected. But tho consensus of opinion among thoso equipped to judge is that tho present annual con sumption is about 100 billion board feet, or something moro than that. One leading authority has placed It as high as 150 billion feet. Assuming a stumpago of 1,400 bil lion feet, an annual uso of 100 bil lion feet, and neglecting growth in tho calculation, the exhaustion of our (timber supply Is indicated in 14 years. Assuming tho same uso and stand, with an annual growth of 40 billion 'feot, wo havo a supply for 23 years. Assuming an annual uso of ICO billion feet, the first supposition becomes In 9 years, and tho second 13 years. Assuming a stand ot 2,000 billion feet; a uso of 100 billion feot, and neglecting growth, wo havo 20 years' supply. Assuming tho same conditions, with nn annual growth of 40 billion foot, wo havo 33 years' sup ply. WlUi an annual uso of 150 bil lion feot, theso estimates become, re spectively, 13 and 18 years. It Is apparent from theso compu tations why the Natlonnl Conserva tion Commission consides tho cen sus of timber so essential to tho preparation of Its Inventory. Tho chief dlfforonco betweon the methods now being omployed by the Consorvatlon Commission nnd thoso tho Bureau of tW Consus would uso aro, that whllo tho Bureau would nd out enumerators to make per sonal visits to all parts of tho coun try, tho Commission is aiming at tho samo results through a tromondous amount of correspondence. For In-J stance, 3,000 lottorB have gone out to County Clorks, asking for state ments of forest areas In Jo'cn? LUMBER and tlmberland owners have been asked to supply similar Information. In all nearly 150,000 letters have been sent. Theso letters also ask for a wide variety of Information be sides tho area and capacity of forests. They touch upon all phases not only only of the lumbering and milling In dustries but of all others which are oven indirectly dependent upon the uso of wood. Tho purposo ot the Commission Is not merely to learn how much wood Is growing now, but how long It may bo oxpected to last and how tho supply may bo prolonged by economy. All government Departments and bureaus which have any information about forests, a3 well as many largo corporations, such as land grant rail roads which hold big forest tracts In somo states and havo crulsod them carefully, havo turnod It ovor to Mr. Gannett. The Forest Service naturally has tho largost fund of information, and it is gathering moro constantly, either lndopondontly or with tho help of the Consus Bureau. Tho Depart ments of War, tho Interior, and Com merco and Labor can turn over tho amounts of timber standing on mili tary, lighthouse, and other reserva tions. The Bureau of Corporations of tho Department of Commerce and Labor has sent out an extensive schedulo of Inquiries t'o Its spoclal agents which, it is hoped, will add to tho present Information concern ing tho manufacture of wood.
