Mr. Bryan's running mate on tho '.Democratic ticket, Mr. Kern, In tho ourso of a speech In Baltimore Sept 23 declared himself as follows: "Under our system of jurisprudence every man Is presumed Innocent until his .guilt is satisfactory shown." This is au amazing statement It 3hows that Mr. Kern has either Im perfectly rehearsed tl o part assigned to him by Mr. Bryan or lias dellben atcly changed his lines to suit his own fancy. In any ocut lie is likely to rcceho a sharp lcprlmaud from his chief. It Is self evident that if Mr. Kern's proposition It true of lndhlduals it is equally true of corporations. Yet Mr. Bryan's contention is that tho more -existence of an Interstate corporation proves that It Is a lawless organiza tion and should bo smashed on gen eral principles. The Idea that such a body has definite legal lights and that thoso rights cannot bo forfeited except by duo process of law Is Intolerable to Mr. Bryan, no would destroy tho .corporations nnd, If need be, try them afterward. Ho complains that tho "trust magnates" have not been slap ped Into prison. Tho fact that they havo not been Indicted, tried, convlct ved nnd sentenced in duo form as pro scribed by law Is nothing to him. no is reaching out for a revolutionized system, under which the president Shall bo jiftlge, jury nnd executioner, and ho won't bo happy until be gets It Mr. Bryan Is an ndvocnte of lynch 'law for Interstate corporations, no has convicted them already and would subject them to summary execution It ho could have his way. His policies WOuld not only forfeit tho property ' rights of shareholders In such corpora tions, but would enormously Increase the cost of production nnd distribu tion In many of our greatest indus tries. Tho highly organized methods which now provide unsurpassed facili ties Jfor oxchnngo between producer and consumer would bo seriously in jured If not actually destroyed, by tho application of tho Bryan policies. Who can doubt that tho lesult would bo au increase in tho cost of production, an jncreaso In tho cost of transportation and hence au lncieaso in tho cost to the consumer of commodities so af fected? Mr. Korn's talk about punishing cor porations only after duo process of law Is a gravo Indiscretion. It is a contradiction and nlmost a betrayal of the whole Bryan programme. Tho Nebraska agitator has already entered a verdict of guilty ngalnst tho corpora tions and passed tho death sontenco upon them.
