Declaring the mall carriers to be greatly wronged In tho recent com munication published in this paper regarding tho poor service, George A. Baines has returnod to this city after a trip to 'Frisco saying that the roads between Dora and Roseburg were never In as bad a condition as they aro this winter. "Nobody knows what the carriers have to contend with unless they make a trip .over this route," said Mr. Baines, last evening. "During the heavy rains recently there wero landslides covering the road3 which would take two and three weeks to cut through, at points about 32 to 3.') miles this side of Roseburg. "I know for a fact that tho car riers have worked steadily for 24 hours without sleep or rest in carry ing the mall between Dora and Rose burg. During the landslides, when largo hills would send hundreds of tons of earth across the roadway, which had a ravine on one side and a perpendicular hill on the other, tho mail was packed on horses over Tug Is Flvetl Up. Tho steam tug Katie Cook, which has been In use on tho Roguo river, has been fixed up during tho past few weeks aud Is In fine shape once more for tow ivs purposes, She wag beached on tho shore near Plat B and has had a lot of her planking replaced by new timbers, a new deckhouse built on top and numerous other improve ments which make her a pretty fair boat. Word has been received in Mnrshfleld stating that tho schooner Lucy, which was supposed to bo storm-bound from San Pedro to tho Unipqua river, is In Port Townscml, Wash., where she arrived on Saturday last, forty days from tho southern port. Tho schoon er made several Ineffectual attempts to mako tho Unuiua harbor but se--vero southern gales which blew her well out of her course, finally caused tho boat to run to Paget Sound where she would not be bar-bound. "One horse had a number of mall sacks and my suit case on his back, but tho side of the hill was so steep and slippery that he stumbled and fell fifty or sixty feet down the ra vine. Tho mall and suitcase wcro recovered and the horse was not badly hurt. The heavy loads of mail would be transferred from one point to another in this manner. "In many places the roadway was deeply covered with water, and there was no possible way of getting tho mall over without ruining it until the freshets subsided. For long dist ances the water was up to the bottom of the stago and In several .case3 pack horses could not cross these places without being drowned aud having tho mail destroyed. "This, of course happened around Christmas and New Year's, when the rains were so heavy, but it gives you an idea of what has to be contended with every time it rains for a few days at a stretch. When hundreds of sacks of mall are held for a few days because It is utterly impossible to raovo them on account of the roads, tho mail from the Roseburg ond and from Marshfleld keep3 piling up and adding to tho confiulon. "Only a certain amount of it can bo moved at a timo over such roads and it is a frightful job for tho carriers to catcli up after tho delay and keep tho mall running regularly Tho roads aro certainly tho cause i of cho delay and no matter how many horses or men wero used, it would not improvo matters to any extent. "As far as the hiring of good men Is concerned, nobody could try to do moro than the men running the mail through between Dora and Roseburg. They take an activo interest In hav ing tho mall ou timo and do every thing In their power to manage It. Tho men nt this end of tho lino ap pear to bo good men, although they lmvo no such roads to contend with as tho other half of the road. "Tho horses are somewhat scrawny but theso aro tho only kind of horses which could stand such work. Horin which could pull a flat car on a good road, would drop from exhaustion by carrying their own weight through a section like that between Dora and Roseburg. I beliovo that tho mail men rro doing all in their power lo nrovido a good service, but it is the condition of tho road which is ro ipuiibible. I havo been over the road nearly every wiuter and can say thnt It nover compared with the condition It is in nt pivscnt."
