In his address at the National Ir rigation Congress, tho other day, President Harriman, tho railroad ling, said In answer to Governor Chambedlaln of Oregon that the Oro sonlans were not doing as much for themselves as they should, Intimating that perhaps It would bo possible to lulld railroads through many dis tricts In this state If tho people them selves would provide conditions In Tvhich such railroads would pay. Although there Is a general belief lh.it Harriman and his associates should do more for Oregon than they have done and that Oregon has done much tnoro for that combination than It has reciprocated, yet even Harriman may say wise things which It is worth while for tho citizens of Oregon to consider. Probably his answer to Governor Chamberlain, although It was not a complete an swer by any means, was pertinent. Oregon has not done as much for Oregon as California has for Califor nia or Washington for Washington There Is faomo excuso for this, how ever, California has had tho Central Pacific and tho Southern Pacific for years. Washington has had the Northern Pacific and the Great Northern for years. Oregon has las boon overlooked and has got Into the habit of being overlooked and also of overlooking and In some de cree belittling or doubting her own Importance. But Oregon Is correct ing that fault. She Is attracting attention. bho Is challenging It. Her solf conlldonco Is growing. Sho sees that "postponers" havo been toMIng her back. They havo been postponing the execution of tho trusts reposed In them, by refusing to a.i lands to tho pcoplo and hold ing great tracts out of use. Coos JHjy has an example of this In that arch "postponer" tho Southern Ore son company. Mr. Harriman has teen a postponer along theso lines also. What Oregon needs more than anytning else Is to make theso "post poncra" como to time. Sho has had a lew of them in tho halls of legis lation and alio Is about ready to say to Elijah Smith, tho Southern Ore jrjon company, tho Southern Pacific company and all others, that in this mattor of postponing tho uso of vast areas of land within her borders, tho end has como.
