Petitions were foi warded to the Interior Depart ment, however, asking for gov ernment aid in the.irrigation o! this section, and some little ef fort has been directed to eeeur ing favorablp consideration of this projoci-, but in the. face of Mr. Jfewell's statemnt the out look for any immediate action was not encouraging. The definite nnnouwemenl that a railroad is to bp built at once into this. sec'ion, however, should present the matter, to the Reclamation Seivic in a different light, and thp effort to s cure favoiable consideration and immediate action on the irrigation project for this sec tion should be renewed and kppt at persistenth' until rel Eults are secured. Tt is known that the Reclamation authnri lies have conducted some inves tigations in this district, and that the irrigation .of a large area from storage resei voirs on Crooked rivpr has been found feasible. The Reclamation Set vice has now at its disposal nliout fonj millions of dollars for reclamation work in 0re gen, and with ihe railrosid as sured, the time is.ripe for tlfe expenditure of that money in V this district. No othpr section of the state would respond with greater benefits from irrigation," and no othpr large rec'nmnfion projpet in Oregon would pru sent greater advantages of soil, climatp, altitude and easy dis tribution of water. Tt will take the Dechutps Hoilrond 15 to IS months to build into Central Orpgon. but it will take the Reclamation Service some time .to perfect its preliminary .work and surveys for a large irrigation project, nnd a concerted effort should "be made, to get (he government to go ahead with its survpys and preliminary work at once, in ordpr that thpro may be no delay in competing the reclama week, when tho 0. R. N. right-of-way ngpnta appeared in Madras and began to hand otit real money for right of way. It was ?ontethin new in the why rf railroad building in Centrnl Otegon, and it caused a shock to their nervous systems that will last a while. Incidentally, it was a poweiful argument and brought about the conversion of many a doubter who had sworn never to believe until ho saw the railroad. " .And, the tnking of this la?t step in railroad projection be fore the commencement of act ual construction does appear to remove all doubt that the Des chutes line will be built nt once. No oilier interpretation will stand analysis. The right of way purchased South of Mad ras and that purchased Noith of Madras " to "the Deschutes river could serve the Harrimnn road in no other wny. It holds no strategic" passes, and it blocks no possible rival. The country South is open and a dozen lines could be built through it without any two con- 11 cting. Noith of this place there is no conflict with the Oregon Trunk Line survey un til the Deschutes canyon is reached, and the purchase of right of way in this-section does not in any way affect that. In fact, there is no reasonable presumplion upon which any oilier belief can be based, than that ihe lung wished-for Central Oregon railioad is going to be built at last.
