NEW RATES OF FOSTAGE. Hardly a day passes but we are asked for information relative to the present postage law -on newspapers aad letters. Below we give the rates ae they now stand, which every business maa should cut out and paste up fur future efsrerjee. Packages contains liquids, poisons, glass, ei plosive chemicals, live animals, sharp-pointed nwtruments. sugar, floor, or any other matter liable to deface or destroy the contents of the mail, are nnmailable; are not placed in or allowed to pass through the mails, under any crrnmstances. Bv a late act of Congress, also, all letters or Circulars relating to lotteries, gift concerts, or schemes of chance of any description, are declared to be unmailable, and entirely ea ed. ADDITIONAL flMTSL 1.A YVi. The following sections of a law hare been cased by Congress and approved by the Pres ent: bEcnos 15. That transient newspapers and magazines, regnlar publications designed pri marily for advertising purposes, or for free cir culation at nominal rates, and all printed mat ter ot the third class except unsealed circulars, hall be admitted in the mails at the rate of one cent for every two ounces or fractional part thereof, and one cent for each two additional ounces or fractional pert thereot; and the sender of any article of the third class of mail nutter mav write his or her name or address therein, or on the outside thereof, with the ward "from" above or preceding the same, or may write briettv or print on any package the number and names of the articles inclosed. Publishers of newspapers and periodicals may print on the wrappers of newspapers or mag azines sent from the office of publishers to reg alsr subscribers the time to which subscription thereot has been paid, and addresses upon postal Cards and nnscaled circulars may be either written, printed, or affixed thereto, at the ap ioa of toe sender. hEC. 16.
