In many directions, the Chinese are finding that they must accept the arts and sciences, and many of the political roles of the highest eivUlration. Many of the promise of the Mandarins may be made to .gain time, and to quiet those foreigners who make complaint of ill-treatment; bat the fact remains that there is a steady progress. Pengra, presented his report, detail ing hi operations in Congress during last ses sion, the legislation be bad obtained, and the negotiation aad eorrespondenre he had been carrying on with various capitalist in New York and elsewhere, and with the Central Pa cific Railroad Directors for the construction of the road, stating also the ronte (so fsr a ob tained), of the operations of the three survey ing parties now in the field; and concludes by tatating the probability of bis receiving within a Jew weeks (when the anrveys are completed), certain final proposals, which if accepted in Oreguu this winter, will enable this road to be commenced to be built in February or March ol Btext year, and eempleted within two years thereafter. The report was rdopted. The following gentlemen were elected as the JJoard of Directors: B. J. Pengra, W. S. Ladd, 2L H. Corbett, Henry Failing. Wm. Beid, D. P. Thompson and W. H. WaUins. Thereafter Mr. Pengra waa re-elected Presi dent of the Board, and Wm. Be id was elected the Company's Necretary for the ensuing year Certain powers were delegated to the Presi dent and Becretary to enable tbem to conclude negotiations, and tw new by-laws wire passed. A Well In the "Xebalsj" department of the Galaxy the Ji. P. (Nebulons person) give this concern ing a well dressed woman: "The N. P. baa seen a perfectly well dressed woman; has met her faoe to face, looked upon bar and laid the nnfadin image of ber aside in the most sacred recesses of bis memory. She waa not beautiful, nor even pretty; and so, assrflam, yon may let down your nostrils aad nncarl the corners of your month. She bad ot even a fine figure, in which respect she was only 'fair to middling.' as they say in trade. Bat as she approached the augnst presence the misty form was conscious of a snbtle sense of pleasure. As she came nearer and nearer tiiis increased, and when it became all too certain that it was not her beauty which awoke this de lightful sensation there was a moment of thoughtful hesitation in th claioas mind, and then it became clear enough that it waa the woman's di;e8s that was so beantiful, and that it was the extreme rarity of this particular kind of beauty which made the sensation we have mentioned. Of course we must tell what this dress was. Nothing easier. It was a sim ple loose grewn high npon the shoulders, gird led closely bnt not tightly at the waist, and falling in light easy folds, not to the ground, bnt nearly to the ground behind and not quite ao low before, so that as the woman walked not even the hem of ber gar meats s jrept the side walk. There was not a flounce, or a ruffle, or a plait, or a patch of trimmings of any kind np on the dress, the skirt of which was ample enough to afford perfect ease of motion and to be graceful, but was not full, was not tied back, did not hang over a bustle, and there was no overskirt. The material was muslin, or some cotton stuff, and oh, madam! red, mark, and inwardly digest it was not starched. It did not stand stiff, or break up into patches, or making a rustling and crackling as she walked. It wa soft in textnre, soft in its outlines, and noiseless. Had if no ornaments at all? Yes, indeed. Around the bottom hem, at the wrists and at the throat, there was a narrow figured border of bine, beautiful in design and in color, which gave the dress a perfect finish, and was attractive in itself without being at all .obtrusive. Over this dress she wore a bhort. light garment of the same material, sleeveless aud falling to the hips. This costume might nave been worn by a Greek woman, by Aspasia sWself, to the delight of Pericles, and yet there was nothing about it which seemed outre or even strange, except in its simple elegance. Who the woman was who thus clothed herself with beau ty will probably ever remain a nebulous fict in the m4ero history of costome. St., and be received by firing a salute, after which a crowd of citizens will go aboard and during a pleasure trip np the rtvtir the ceremony or presenting the colors will be performed. A gay time is anticipated. At 7 o'clock last evening we received a tele gram from Messrs. E. O. Norton and O. A. Brown, stating that the steamer "City of Sa lem" will arrive here this afternoon at four o'clock, and land at the wharf at upper town, near the Kinney flouring mill. The cannon will be stationed at the foot of State street, near the ferry landing. This arrangement has its advantages, as the ladies can manage to lie shopping on Commer cial street, close by, in the afternoon, and when the "City or Balem" blows her whistle they can step down to her landing in a moment, and we are requested to tender a hearty invitation to citizens generally, and ladies iu particular, to bc.present. The Balem Brass Band very generously ten der their services and will furnish music for the occasion. It is hoped that citizens will turn out en masse to make the affair iute resting. Binoe that date np to the present, tliew have been shipped from San KrsiieiKco anil Vsl lejo, 23,000 barrels of flour and almnt I.IMIO.000 bushels of wheat, equal to about 37.5UO tons, leaving in that Btate at present in loiind num bers, 281 .000 tons. Of this, there will be, per haps, keas than 140,000 tons available for export. The Oregon crop cannot be estimated quite a close, but the best Judaea claim that at least 123,000 tons ought to lie exported of the crop of 1H75, wbikt the old wheat brouKht over from last year and some of which ha lieen sold, will run the surplus in this Slate up to 1 10,000 from the beginning of the current harvest yevr. Of this there has been shipped sn far, including two veasel fully loaded but yet in port : To Great Britain, r.1.950 tons; to San Francisco about 11.000 tons; to northern ports, 520 tons a total of 31,476 tons, leaving a surplus yet in our Btate for shipment of fully MO.OUO tons. While these figures sa to shipments are, of course, only estimate, the best authorilie have been consulted, snd abenld foreign markets and freights justify it. it will be found that the ex ports of wheat from the Paeiffc coast will Iw found approximately a inilieateil. On making our landing, amidst a salute and strains of music from a bras band, a large crowd of citizens went aboard of the new steamer and a committee of ladies wailed ou the officers of th boat and presented the set ot colors, of which we hsve spoken befi.re.
