departments, and heretofore known as
master mechanics, master carpenters, mas
ter joiners master blacksmiths, master boiler-makers,
piaster sail-makers, master
plumbers, master painters, master caulk
ers, master masons, master boat-builders,
master spar-makers, master block-makers,
master laborers, and the superintendents
of rope-walks, shall be men skilled in their
several duties and appointed from civil
life, and shall not be appointed from the
officers of the navy.

zine at Chelsea; for the dwellings at the
nitre depot. Maiden; for repairs to build

nance dock at KUis island, New York; for
repairs of magazine at Fort Mifflin; for re
pairing crane ami wharf at Norfolk, and
for repairing magazine at Mare Islaud,

sengers, steward, nurse, and servants; for
rations and clothing for officers' servants,
additional rations to officers for five years
service; for undrawn clothing, one hun
dred and seventy thousand dollars.
For provisions, one hundred thousand
For clothing, one hundred thousand
For fuel, ten thousand dollars.
For military stores, viz: pay of mechan
ics; repair of arms; purchase of acoutre
nients: ordnance stores, flags, drums, fifes,
and other instruments, five thousand dol
ars. For transportation of officers, their ser
vants, troops, and for expenses of recruit
ing, twelve tnousand dollars.
For lepair of barrack", and for rent of
ofiiees where There are no public buildings,
ten thousand dollars.
For contingencies, viz: Freight; ferriage;
toll; cartage; wharfage; purchase and re
pair of boats; compensation of judge advo
cates; per diem for attending courts-martial,
and courts of inquiry, and for con
stant labor; house-rent in lieu ot quarters,
and commutation for quarters to officers
on ship-board; burial of deceased marines:
printing, stationery, postage, telegraphing;
apprehension of deserters; oil, candles gas;
repairs of gas and water fixtures; water
rent, forage, straw, barrack furniture; fur
niture for officers' quarters; lied sacks,
wrapping paper, oil cloth, crash, rcpe,
twine, spades, shovels, axes, picks, carpen
ters' tools; keep of horse for the messen
ger; repahs to fire-engines; purchase and
repair of engine hose; purchase of lumber
for benches mess-tables, blinks; repairs
to public carryall; purchase stud repair of
harness; purchase and repair of handcarts
and wheelbarrows; scavengering; pur
chase and repair ot galleys, cooking stoves,
ranges; stoves where there are no grates;
gravel for parade grounds: repair of
pumps; furniture for staff and command
ing officers' offices; brushes, brooms, buck

the number of persons authorized to be
enlisted into the navy of the United States,
including seamen, ordinary seamen, lands
men, and mechanics, and including ap
prentices and boys, is hereby fixed and
established at eiglit thousand live hundred,
and no more.
-Sec. And he it further enact!. That
all unexpended appropriations existing on
lie first day cf July next, for any of the
several heads cf appropriation provided
for in this act. shall be carried to t lie sur
plus fund, unless the same is necessary to
pay expenditures made during the current
fiscal year, or unless the same is necessary
to execute contracts made before said

the Secretary of the' Treasury is hereby
directed in "his next annual "estimates of
appropriations to state all the balances
Ppropriations made prior to the prcs-
cnt session of Congress, for each branch
public service, and remaining unex
pended on the first day of July next, and
designate the amounts necessary to exe
cute contracts or pay expenditures prop
erly chargeable to each of such balances.
