petty officers, and seamen, eight million
dollars, or so much thereof as may be
necessary.
For preservation of wood and iron ves
sels and ships in ordinary, and for those
that are on the stocks: vessels for the Na-

appointed by the President, by and with
the advice and consent of the Senate, and
1hat the persons employed at the several
navy yards to()iperintend the mechanical
departments, and heretofore known as
master mechanics, master carpenters, mas
ter joiners master blacksmiths, master boiler-makers,
piaster sail-makers, master
plumbers, master painters, master caulk
ers, master masons, master boat-builders,
master spar-makers, master block-makers,
master laborers, and the superintendents
of rope-walks, shall be men skilled in their
several duties and appointed from civil
life, and shall not be appointed from the
officers of the navy.

For the purchase of hemp and other ma
terial for the navy; for the purchase of
coal and transportation and other oxpens-
0 es thereon; lor the purchase of various ar
ticles of equipment, viz: wire rope and ma
chinery for its manufacture, hides cord
age, canvas, leather, iron cab'ys and anch
ors, furniture, galleys, and hose, and for
the payment of labor for equipping ves
sels, aud manufacture of articles in the iia
O vy yards pertaining to this bureau, one
million dollars.
For 6pen-es that may accrue for the
following purposes, viz: for freight and
transportation of materials and stores tor
JJureau of Fquipmeut and Recruiting, ex
penses of recruiting, transportation of en
listed men, printing, postage, advertising,
telegraphing, and stationery for the Pu
reae of Equipment and Peeniking, appre
hension of deserters, assistance to vessels
in distress, two hundred and fiiiy thous

For the pay of superintendents and the
q civil establishment at the several navy
yards under this bureau, eighteen thous
and dollars.

namely, signal lanterns, lights, rockets!
and apparatus of all kinds lor signal pur

For logs, log lines, log reels, log paper,

reels, armings for , leads and other sound
ing apparatus, and for running lights, (side

ery, chemicals for batteries, postage, and
freight, ten thousand six hundred dollars.
For incidental expenses, five hundred
dollars.
For salary cf clerk, one thousand five
hundred dollars.
For salary of three aids, four thousand
dollars.
For preparing for publication the Amer
ican Nautical Almanac, namely: for pay
of computers, fifteen thousand dollars.
For pay of clerk, one thousand two hun
dred pollars.
For payment of expenses of visitors to
Naval Academy, two thousand dollars.

For guns, gun-carriages, shot, shell,
magazine and laboratory stores, and equip
ments; for gunpowder, small arms, equip
ments, and ammunition; for fuel and ma
terials necessary in carrying on tiie me
chanical branches of the ordnance depart
ment at the navy yards and stations, two
hundred and fifty thousand dollars.
For the necessary repairs of the maga
zine at Chelsea; for the dwellings at the
nitre depot. Maiden; for repairs to build
ings on ordnance dock, and also repairs to
tugs and lighters, and for repairs of ord
nance dock at KUis island, New York; for
repairs of magazine at Fort Mifflin; for re
pairing crane ami wharf at Norfolk, and
for repairing magazine at Mare Islaud,
fourteen thousand live hundred dollars.
For pay of the superintendents and the
civil establishment at the several navy
yards under this bureau, fifteen thousand
dollars.

For stores and materials, fools, repairs
of machinery of steamers, boilers, instru
ments, and labor at navy yards, and re
pairs of machinery, and p urchase of stores
and materials for vessels of squadrons on
foreign stations; and. for transportation of

For pay of the civil establishment at the
several navy yards under this bureau, and
at the naval asylum, twenty-six thousand
dollars.
For provisions and clothing, one million
five hundred thousand dollars.
To meet the demands upon the bureau
for freight and transportation of pfores, for
candies, fuel; for tools and rep liring same
at eight inspections: for books and blanks:
for stationery; for furniture and repairs of
same in offices of paymasters and inspect
ors: for telegrams and postage: tolls and
ferriages; and for ice, one hundred thous
and dollars.

For necessary repairs ami improve
ments of ho.-pituis raid appendages, in
cluding roads, wharves, walls, outhouses,
sidewalks, Jeiiees, gardens, farms, paint

masons' work; for furniture, thirty thous
and dollars.
For pay of the civil establishment under
this bureau, at the several navy yards and
navy hospitals, sixty thousand dollars.

For pay of officers, non-commissioned
officers, musicians, privates, clerks, mes
sengers, steward, nurse, and servants; for
rations and clothing for officers' servants,
additional rations to officers for five years
service; for undrawn clothing, one hun
dred and seventy thousand dollars.
For provisions, one hundred thousand
dollars.
For clothing, one hundred thousand
dollars.
For fuel, ten thousand dollars.
For military stores, viz: pay of mechan
ics; repair of arms; purchase of acoutre
nients: ordnance stores, flags, drums, fifes,
and other instruments, five thousand dol
ars. For transportation of officers, their ser
vants, troops, and for expenses of recruit
ing, twelve tnousand dollars.
For lepair of barrack", and for rent of
ofiiees where There are no public buildings,
ten thousand dollars.
For contingencies, viz: Freight; ferriage;
toll; cartage; wharfage; purchase and re
pair of boats; compensation of judge advo
cates; per diem for attending courts-martial,
and courts of inquiry, and for con
stant labor; house-rent in lieu ot quarters,
and commutation for quarters to officers
on ship-board; burial of deceased marines:
printing, stationery, postage, telegraphing;
apprehension of deserters; oil, candles gas;
repairs of gas and water fixtures; water
rent, forage, straw, barrack furniture; fur
niture for officers' quarters; lied sacks,
wrapping paper, oil cloth, crash, rcpe,
twine, spades, shovels, axes, picks, carpen
ters' tools; keep of horse for the messen
ger; repahs to fire-engines; purchase and
repair of engine hose; purchase of lumber
for benches mess-tables, blinks; repairs
to public carryall; purchase stud repair of
harness; purchase and repair of handcarts
and wheelbarrows; scavengering; pur
chase and repair ot galleys, cooking stoves,
ranges; stoves where there are no grates;
gravel for parade grounds: repair of
pumps; furniture for staff and command
ing officers' offices; brushes, brooms, buck

2fKC. 2. And be it further aincU-1. That
the number of persons authorized to be
enlisted into the navy of the United States,
including seamen, ordinary seamen, lands
men, and mechanics, and including ap
prentices and boys, is hereby fixed and
established at eiglit thousand live hundred,
and no more.
-Sec. And he it further enact!. That
all unexpended appropriations existing on
lie first day cf July next, for any of the
several heads cf appropriation provided
for in this act. shall be carried to t lie sur
plus fund, unless the same is necessary to
pay expenditures made during the current
fiscal year, or unless the same is necessary
to execute contracts made before said
date.
Pec. L And be it furila- enacted. That
the Secretary of the' Treasury is hereby
directed in "his next annual "estimates of
appropriations to state all the balances
of
Ppropriations made prior to the prcs-
cnt session of Congress, for each branch
public service, and remaining unex
pended on the first day of July next, and
designate the amounts necessary to exe
cute contracts or pay expenditures prop
erly chargeable to each of such balances.
