Klamath Agency, Dec 31, 2881.
EDiTor. Sextinel. Referring to the
attempt to havo the Yainax portion of
the Klamath Reservation thrown open
to settlement by the whites, I would Bay
that there aro now about four hundred
Indians on tho lands along Sprague
rivor, including a small band of Snakes.
The Indians of this portion of the
reservation are advancing rapidly in
civilization. They are building houses,
bams, and fencing, and are making
successful attempts at farming. The
more ambitious of the Klamaths of
"Williamson river are removing to this
Bcction engaging in stock raising and
aro making permanant homes. Spraguo
river valley is undoubtedly tho best
portion of the reservation, containing
excellent winter ranges for cattle, and
being the only locality where it is pos
sible to raise grain successfully. To
take from the Indians their lands
would bo a gross injustice, and would
greatly retard their progress towards
becoming self-supporting. Many of
these Indians havo small bands of cat
tle, and they show commendable care
and diligence in stock raising. They
are temperate, frugal and industrious,
and were the reservation adapted to
agriculture would become excellent
farmers. They have made application
foramanual labor school to be establish
ed at Yainax, and the Government has
already purchased and transported to
this Agency the necessary material for
its support during the next fiscal year.
Evoii the Snakes on Sprague river have
made oxcolleat advancement during the
last few years. They, also, are anxious
to learn stock raising, and have already
quite a start in cattle raising. They
are anxious to have tho school open at
Yainax, and will send as pupils nearly
all their children of suitable age. Four
of the" Snake children arc now attend
ing the school at Klamath Agency and
are making excellent progress.

Congressman George has obtained
the views of Prof. Baird, U. S. Fish
Commissioner, regarding the tstablish-
jtnentof a hatching establishment in
Oregon? TJsWJll"issioner states that
the primary objectOf the McCloud
river esiauusuuiens,
to stock eastern rivers and that the
only obstacle in the way of a similar
establishment in Oregon is, tho want
of railroad communication. The Prof,
believes our streams and climate better
adapted to propagation than those of
California and assures Mr. George that
as soon as connection is made with tho
East, by rail, he will see that a hatch
ery is established. In the mean time,
this matter should receive the attention
of the state, for, nt the present rapid
rate of destruction, and the natural
slow rate of propagation, it is only a
question, of a very short time, when
our canneries will be closed for want
of employment. It will now be under
stood that fish hatching is regarded as
a national, not a local, policy, and the
stocking of rivers, on which hatcheries
are established, merely incidental.

SmiKCFirxD, Dec. 30. Dr. Rauch,
secretary of th" state board of health,
is informed that there is smallpox in
thirty-seven places in Illinois, although
in about two-thirds of them it is under
control.
San Francisco records 64 suicides
and 26 murders for 1881. Three of
the slayers were convicted of man
slaughter, eleven are awaiting trial and
the hangman's rope ia all coiled up in
a tangled mess.
An exchange says: It would be a
good thing for everybgdy if every pis
tol of every kind was destroyed, and a
law passed making it a penitentiary
offense to ever make another. They are
a wholly useless and vicious nuisance.
Tho Goldondale W. T. Gazette has
found n pig with a single head, eight
feet, four ears, two tails and two well
developed backbones. In the latter re
spect the pig was better oil" than a good
many men. Tho pig is now pickled in
alcohol just as many pigs with two legs
aro.
A letter from Hon. M. C. George
says that ho will attend to having a
post route established between Rock
Point and Foots Creek, established by
law. The P. M. General will then
havo it embraced in the next miscella
neous lettings. There can be no doubt
of Mr. George's success.
The "Oregonian" sums up the value
of.exports from tho Columbia river, in
l3si,.nt $14,000,000. Exports direct
to foreign countries; 8,049,418.

There is no subject of public impor
tance, in Oregon, that demands more
attention than our common highways
and none that receive so little. It is a
sound principle of Political Economy
that any improvement that facilitates
tho movement of crops to market
must increase the value of land and
augment the public wealth. In older
states, this principle has bean recog
nized as a correct one, road lavs hare
kept pace with the demand for better
facilities for moving produce and road
making has developed itself into a
science equally important as the science
of railroad building. In Oregon there
has been no advancement. The same
useless filling up of ruts with dry dirt;
the same waste of labor used in tinker
ing the roads, practiced twenty years
since, is continued to-day and, conse
quently, there is not the slightest im
provement. The object to be obtained
in the repair of roads should be the
greatest degree of improvement with
the least amount of labor, but, under
our ill regulated system, either improve
ment or a judicious expenditure of
road labor is impoxsible. The person
al road tax System is funsound fn its
principle, unjust in its operation,
wasteful in its practice and unsatisfac
tory in its results. The whole sys
tem, from beginning to end, is a false
one. A county is divided into a num
ber of small districts, a supervisor
appointed for each, not with regard to
his knowledge of road buildbg but
because of his willingness to accept.
Thus an important element in the
wealth or comfort of a community
may be at the mercy of the ignorance
I or indolence of any of any of the dis
tricts through which a road passes.
One supervisor, through pride or pub
lic spirit, may put the roads in his
district in good condition; another from
slovenly work or neglect may leave
his in such a state that a load hauled
with ease over the first could never be
dragged over the second. The actual
loss entailed by bad roads ought to be
understood by any sensible man but
many are too indolent to even think
of it. If a farmer hauls a half ton ov
er a road the cost of hauling nius be
I deducted from the price of his load.
If, by reason of a better road, he can
haul a ton; then the second half ton
has been taken to market for nothing
and the sum that it would have dest is
to be added to the price of the whole
load and the advantage of a gocd road
over a bad one needs no argument

fault with a bad system than to sug
gest a better one but wo will point to
one serious defect that can and ought
to be remedied the collection of tax
in labor; a remnant of feudal times that
ought to be abolished. Every one knows
that it means the least work for the
supervisors receipt; that it results in
short hours, long stories and impassa
ble roads. Everyone knows, also, that
a dollar, in money, will go as far as
two in labor and the tax should be
collected and expended in cash. An
other defect is the great number of
overseers. The roads of a whole coun
ty should be under the supervision of
one experienced man who should be
paid for his labor and held accountable
for nis conduct We dont pretend to
say how it will be accomplished best
but; we do say a reform in road mat
ters is necessary and feasible and the
legislator who will accomplish it will
deserve the name ef a statesman.
Clalmlnc tbe Honors.
The anti-monopolists are "beginning
to quarrel already and it is to be feared
that all their efforts in behalf of the
"dear people" will end in smoke. The
"Standard" claims that the Democratic
party is the only "old original Simon."
The "Statesman" demurs and asserts,
inferentially, that the Republican par
ty is the only reliable "Cheap John"
that really gives his goods away. Now
this is all wrong. If tbe anti-monopolists
are really working for the public
good it can make little difference to
which party they belong and their
forces should bo spent against the com
mon enemy not wasted in a little cat
and dog fight and a squabble over
prospective honor. If the movement
is directed against the monopolists of
public offices; then it does make a little
difference whether the adherents of one
party, or of the other, are entitled to
take out a patent to the "anti-monopoly"
bait that was invented to catch
suckers. Dont squabble, gentlemen, a
great many worthless things are paten
ted, and it would be well to find out if
.your bait will catch votes before get
ting angry over the title to it

Among the bills in preparation in
this city for the next Legislature are
the following: One to put the sheriffs
and clerks on salaries; to change the
volunteer fire department to a paid de
partment; to reduce witness fees in
State cases; to abolish justices of the
peace and to creato the offices of a tax
collector and county reorder. "Stand
