The platform adopted by the Repub lican convonUon, hold at Poitlatlil, on the 7th inst, makes a square issue with the Democracy of this Stale on the pro position to repudiate the national debt. The position taken by the convention, on this subject is just what we all an ticipated and desired. Democracy was xealous, but not wise in promulgating its repudiation doctrine. Carried away by the strong and fervid convictons of the "bed rocks, its delegates were ob livious to all without the convention walls. The newspaper organs, and ora tors of tho party, caught the spirit of their State convention, and before pru dence could dictate a diflerent co'irse, stripped the 8th resolution of the plat form of all doubts on its construction, and gave it a determinate meaning. The unanimity among tho spokesmen and organs of the party on the interpre tation of the term "equitable adjust ment" is indeed surprising. It is repu diation simply, and has been acknowl edged so to be by the authoritative voice of the party. Tho Republican platform, on tho other hand, denoun ces "all form of lepudiation as a na tional crime." Here is the vital part of the issue made np between the two great political parties, in out State, for the coming canvass. Thanks to the bold bnt impolitic zeal of the "bed rocks" all obstructions are lemoved, and tJie plain .and simple .question is presented to the people of Oregon, "will yo.i, or will you not, at the com ing June election, uphold by your votes, the honor and credit of your country ?n It is not pretended by the advocates ot repudiation that the government was not perfectly well aware at the time of entering into these contracts, that it was makiug a great sacrifice by selling its obligations at sncfi a dis count, but there was no other alterna tive. It was struggling for existence, and it rightly deemed that life, in gov ernment or man is higher than any rucro pecuniary consideration. It en tered into these obligations honestly, intending to fulfill them; not only the purchasers of these obligations, but the whole civilized world, felt the ut most assurance that the letter and spirit of the contract would be fully com plied with, if our government should survive its fierce conflict with the re bellion. This was their only ground of apprehension. Ever' nation in tho world had, at some time or other, in its history, sold its paper at a discount, for money, and the idea of selling asido. the terms of the contract for this reaeon, had never been formidable enoug.'i lo mciit attention. European' statesmen would have scoffed at the suggestion, that tho Americans, so punctilious in matters affecting lluir private honor, could ever seriously consider a propo sition, o fatal to their national credit, as repudiation. Thus as .confidence in the ability of the goteroment to sustain itself spread abroad, its bonds rose in tho market, uulil their real, approximated to their nominal value, and they passed rapidly lroni hand to hand, not only through out our own but into foreign countries. It was from a growing and strength ening belief in our ability to pay our debu, and unbounded confidence in our national integrity, that our bonds rose in tho market and circulated rapidly through tho countless labyrinths of ex change, into the bauds where they are found to-tUy. If there was, originally, an insufficient price paid for thes bonds, the present holders, in a vast majority of cases, have paid their full equivalent, and tho only real equitable adjustment possible is tho one proposed by theTle publican party a full payment ac cording to the intention and meaning ol thcv contract. Common honesty prompts uf to it, and the enlightened sentiment of the world stands ready to condemn ns if ire act otherwise. Osr 8Ute Ticket The nominations for State officers by the recent Republican Slate Conven tion, held at Portland, ought to be uni versally acceptable to Republicans. They are, without an exception, men of talcut, character, and energy. "Joe" Wilson is too well known throughout the State to need any introduction to the public. A fine scholar, and a bril liant lawyer, an orator and a wit, we predict he will make the canvass un comfortably warni'for Slater. Gen. Palmer is another suitable nom ination. With sterling good sense, and sound integrity, and thoroughly con versant with the interest and resources of the State, and the character of the people, wc esteem his nomination one of tho wisest acts of the convention. James Elkins and Meyer Ilirsch, the nominees for Secretary ol Stato and State Treasurer are both men of fair reputation stnd suitable qualifications lor the positions to which they aspire. We believo the ticket will give general satisfaction with their party and the public generally, and we look forward to the result with hope and confidence. Letter from B. F. Dowell. Washington, D. C. 1 370. f April 5, 18 THE LEGAL. TENDER DECISION Of the Supremo vtourt of the United Slates is to be again reviewed by that legal body. Last week, Attorney Gen eral Hoar, in tho cases of Latham vs: Tho United States, and Denning vs. The United States, moved the Oourt that the cases be again heard by the Court, on th,o ground that at tbe time the decision was made the Su preme Court consisted of only seven judges, and there was only one, majori ty in favor of the decibioti, and now the Court consists of nine judges. The decision, which was published some time ago, held that all debts and contracts made, previous to February 1862, should bo paid in gold. It was delivered by Chief Justice Chase, and Associate Justices Kelson, Clifford, and Fields concurred in his decision. As sociate Justices Miller, Davis, and Swaync dissented from the opinion. Since this decision was made Judge Strong and Ilradloy have been added to'lhe bench. After hearing the argu ment of counsel on both sides, and after taking the matter under advisement for several days, on Friday it was ordered by the Court that these caes be set down for heating on all the questions involved in tho record on the second Monday in April. Chief Justice Chase, Associate Justices Nelson, Clifford, and Field dissented from the majority It is supposed by many, that the former decision will be reversed, and that there wilbe five Judges in favor of the legality of the principles ot tho legal tender act, and four will sustain' their former decision. CONFISCATION. In the case of Bigelow vs. DcForrest, on Saturday, the Supreme Court of the United States held that confiscation, under tho act of 18G2, only affected the property proceeded against during the life of the owner engaged in the rebellion. TEnsONAL. . Col. Yerger has voluntarily returned to prison. Gov. Alcorn, in a proclama tion for his arrest, thus graphically de scribes him : . "The above-named Edward 31. Mr. Gaston, and B. J. Pengrt, of Springfield, Oregon, are in tin'.? city, looking after the interest of tho IlCni boldt and Portland railroad company, and Judge Olney is nursing tho Port land and Astoria railroad interest. II. K. Kincaid is still here, writing for his paper, and clerking in the Secre tary of Slate's office. Gen. John A. Logan is the chairman of the military committee of the House. He dispatched the cadctship frauds in double quick time, to the dis may of the guilty; but to the entire satisfaction of tbe American people. He is a relative of Hon. David Logan, of Portland, Oregon. Ho is an able debater, and one of. tbe rising states men ot America, TIH5 FIFTEKSTH AMENDMENT. On Thursday last, two colored men voted at Perth AmboyS'cw Jersey, on the adoptian ot the new charter. This was the fame day the Secretary of State issued his proclamalioa on tbe subject. Republicans claim these were the first votes under the 15th amend ment ol the .Constitution. The eye of the nation is not on Adjutant General Thomas, but on "New Jersey." On Saturday one hundred guns were fired, at noon, here, to testify the gra tification of the colored people of the United States, at the ratification of tho 15th amendment to the Conotitntion. The salute was fired under the auspices of the National Executive Committee. Let the echo be that slaves are not on ly free in name but free in fact, all over these United States. The mail route from Corvallis to Portland, Oregon, has been ordered to be a daily line, at the request of Sena tor Williams, by the Post Master Gen eral. The contract Jias been awarded to George W. Bethers. His bid to carry the mails from. Corvallis by Hillsboro, Forest Grove, &c, three times a week, was $3,900. The Post MasterGencral doubles this1 service, and doubles the price, and accepted Mr. Bethers bid on these conditions. German Republicans. Mr. Solo-4 mon, tiovernor ot Washington .terri tory, telegraphs that he leaves Chicago, for the Pacific, with 600 German Re publicans. All of them intend to make Washington or Oregon their permanent home. A Telegram, dated Albany, On., April 24th, fays: "Mrs. C. M. Sawtell, of Salem, lectured last night to people of this place, on woman rights. The Republican county convention met here to-day, and nominated the following ticket : Stato Senators, E. E. Wheeler and Hiram Smith ; Representatives, H. M. Brown, J. P. Combs, M. C. George, Wm. R. Kirk, A. J). Recard ; County Judge, Thos. G.Taylor; Clerk, J. R. Monthelth ; Treasurer, D. An-1 drews; Commissioners, A. Hannon. J, WassoL The Lady Jurors. Grace Green wood comes to the defence of the Wyo ming lady jurors, who were out four; days while deciding a case of life and death. She may truthfully and heroic ally exclaim: "I approve their consistency and honor tlieir'pl'uck, and I don't belief' they looked any more "pale and weary)' alter four days of such 'hardships,' than many a shop-girl or schoolmistress looks 'after standing six days in the week at her post of duty than many a poor sewing girl, book folder, or type setter looks,' after months of incessant labor at halt pay than many a delicate wife and mother looks, atter sitting up night after night with a sick child. Female Employment. The Pari sian dry goods employers decline hir ing the female clement, on the ground that shopping is done nearly entirely by females, who prefer to purchase of males, as women have little confidence in women, and that an adroit saloman can pas oft upon women the worst merchaudit-e where woman would fail. This is an assertion which th- woman's rights folks ought not to allow to go forth uncontradicted. Joscpliiuc County Union TCBtion.
