When the thick fog hangs over a party it is impossible to see tiie sun. The accusations against tho present and other recent administrations is not that mon ey has been directly embezzled, but that it has l>een extravagantly expended, and often to the profit indirectly of those who have had tho disbursement ot it. It is no credit to a public official that he has not stolen money as it passed through his hands, if he i has wasted it or used il for the protit of himself and his friends.
