They charge their oppo nents with producing a rein of ter ror in the State, by whipping, assas sinations, murders, massacres, tLrests, mutilations, beatinirs, fco., so that more than twenty thousand Kcpubli can voters were prevented Iron vo ting the Republican ticket, and the most of fthem from voting at all. The inquiry at onco arises, by is it that we first bear of ibis reign of blood af ter tho election? If Republican vo ters were being beaten and murdered by tho thousand, why did not Cover nor Kellogg interfcro to protect them? He has the power to appoint an unlim Led number of subordinates to guard his voters, and tiro so called laws of Louisiana give him authority really depotio. Why did he not use it, if he knew that violence was being em ployed to rob bis party of its control ot the State? Why did bo not call for troops? Mr. Governor Kellogg, if these stories were true, or a tithe of them were true, you would have made tho North resound with yoirr cries for help, for troops, for corrcs ponndentsato exposo the iniquity! This very silence proves thaa you 'nod your party are engaged in a monumental schemo of lying. Whatever lawless ness jhero was. you allowed to exist in order that you might chargo after! wards, if necessary, that it was polit ical in its nature. The Dcmocratiu utso contains little that is new. The people know all the charges they have to bring, becauso at the time tho acts o' which they com p'ain were committed they protested. The arrest of thousands of prominent citizens just before the election, the issue of thousands of fraudulent reg istration papers, tho preparations for falsifying the votes theso aro all fa miliar to Northern readers, becauso, at tin time they happened, the Demo crats called tho attention of tho whole-people- to them as outrages upon pop ular rights. Tho Democratio state-- mont is straightforward and bears tho impress of truth. The Republican is a mass of lies concocted after the event How II Was Done, The New Orleans Picayune of tho 8th ult. prints a table- compiled with reference to the voto for Governor, showing tho changes made in tho vote returned by tho supervisors by throw incr, out polls and parishes. Accord ing to the returns filed by tho Super visors with tho Board tho voto was : Kloholls.. I'acltanl... ...M,m ...,7M;7 ,oio According to the promulgation by the Hoard : Paitkard 74,834 Nlcholls 71,111 3,4.11 If tho votes thrown out, 12,082, bu subtracted from Nicholls' yolo of 81,- 487,thoro will still remain 012 votes to be accounted for, which wcro pick ed out of the Democratic vole at va rious polls. Tho 2,500 Republican ballots, bear ing tho names of only threo Kieotorc, cast in West Raton Rouge, Iberia, Iberville, St. Marin mid Natchitoches were counted lor, eight Elector. This great change iu the voto shows that the Returning Hoard was uot mado up of narrow-minded men. They were generous and w holosonl ed, and would not stoop to do their bull dosing in a narrow, mean way. They gave tho highest Hayes elector 4,578 majority and tho lowest 3,-l.3-lutrtior LouUIniim. A staff correspondent of tho X. Y. Tribune, writing from New Orleans on the 7th ult., throws considerable light on affairs in that State. While the Tribune has no more decency than will carry it along, this staff corn's ponded dos uot exactly follow what were probably given him as inslruo lions. Ho says, to begin with, that the " regulators," or rillo clubs" are simply what would be known in the north as vigilance committees or stock and crop protective associations. They were not in sny senso political, and, says this correspondent: "The regulators who were organized in 18i5 for tho protection of stock and crops were not composed entirely ol . vrLite men. Many uf tho colored pcoplo cultivate tho land for a share ot the crop, and others lease it from tho white owners. These roeu were equal sufferers with their white neigh bors, and when they wero ossured bors, and when they were assured that the societies formed were not po- ilical many of them joined. " Negroes who were accused or sus pected ot theft were warned to leave on penalty of being bull-dozed ; Borne who did not heed the warning and others who were not warned were ta ken out and whipped, and a few were shot or hanged." Again he says : . ' After a pretty careful examination of the subject, I am fully convinced that no sets of violence wbicn occurred id tbe bull-dozed parities before the first of last Juoe were political in their character. I know thai an examination ot many of the affidavits filed with tbe Returning Board by tbe Re publicans might lead to nnotbrr conclusion J but It should be remembered that these de positions were ex-parte, prepared for t par tisan jjurpoe, and by the assistance of men whose (ingle object was to prove polilicul intimidation. The witoeasea, too, were gen erally the victims of bulldozing or their friends, and if lliey were guilty of any crime or had been accused of any they would out naturally volunteer info-oution on tbe sub ject, and they were not asked about it I wus ollen at the Custom bouse while this testimony was being taken. Witnesses were always Srked if the man who wag bungi-d or hot or whipped was a Republican, and if he wai bulilozi-d on account of bis politics, but the inquiries nerer went for purposo of as certaining just what the provication was For instance, a man win, taken out and handed in Kust liuton Rogue Parish lust March. Several witnesses made affidavits in regard to tbe case, in all ol which it wus as- terted that he was a Republican, ic, but noth ing was tuid about the man a churucter or reputation. In less (ban five minutes' talk with one of the witnesses I found the man h id been accused of elenling linen, and 1 have no doubt he wus guitly. 1 dou't mean to defend the inun nor the degree of pun ishment, but I eite this instance simnlv to prove what 1 believe to be true, and that is that the troubles, in the five bulldozed nar- ishes of Louisiana were not political in their origin, whatever tbey may liuve been in their result, there has been reign of terror on tne Mississippi bolder tor a tear, ttd it would have occurred bad there been no elec tion for five years to come. When the Constitution of a State or of the United States declares who is eligible tor an office, or entitled to the ballot, we had supposed the case settled till a new law was made When it says a foreigner cannot vole till naturalized, we accept it in good faith. When it says a negro shall, and a woman shall not vote, we ac cept the decree till change of senti ment make new laws. When it says that a postmaster or other appointee of a federal power cannot be a mem ber of the Electoral College, wo ac cept the prohibition enactment as con Iustve. When a number ot men, as in Oregon, are nominated as electors, tnd only three can serve, it would seem to be common sense that the votes cast for those who were from the first ineligible, were lost, and that of; tho eligible persons having the highest number of votes, the three to whom were given majorities should bp declared elected. If law is com mon sense, or intended to be, this must be tho decision. When men are so ignorant not to know their bust ness, those wli6 make tho errors should be the only ones to suffer. If the Kepublicans of Oregon, pos sessing, as they claim, all the morality and intelligence ot that Male, are such asses as not to know whom to nomi natc, they should bite their lips in mot tification and go to school to some Democratic school teacher till they learn at lcost who are voters and who are to be voted for.
