The following letter, written by Pi W. .Johnson, general freight and passenger agent of the Ore gon Pacific Railroad Co., at San Francisco, appeared in the San Francisco Journal of Commerce. It gives information which cannot become too familiar to the people ot Oregon : ult might be of some interest to the business community to know of the present condition of the Yaquina bar. Formerly and be fore the jetties that are being con structed by the government were extended to near completion, some difficulty arose at times, causing delays that in the present exten sion of the jetties have been en tirely overcome. The bar .proper. ! is not over 600 feet in width and but a few years since a strong tide coming into the bay would wash the 'sands upon the top of this narrow ledge to a considerable depth, obstructing temporarily the channel. But this difficulty has been entirely removed, and at present, practicably there is no bar. The jetties extending out several hundred feet confine the current to a comparatively narrow channel, thereby increasing its velocity. It is now sufficiently strong to keep the bar swept en tirely cleari of sand down to the hard rock, and so protects the en trace to the harbor that during a j gale the breakers which formerly rolled in from the northwest with great force, is entirely destroyed by the projection of the north jetty. With these most favored conditions, it is not putting it too strong to say that the entrance to Yaquina harbor is one ot the safest on the Pacific coast. And while the protected entrance and con dition of the bar is all that could be desired, when the harbor is reached, it matters not how rough the weather may be outside, there is'scarcely a ripple on the surface of the bay. And while the harbor is not large, it is so completely land-locked that shipping is en tirely safe from the most severe i westerly gales. These facts should be thoroughly understood by our marine insurance companies, and if they da not, they surely ought to grant a low insurance to our merchants for this as for the most favored harbor on the coast. With such a luirbor as Yaquina, the fanners of the great Willamette valley have an outlet for their grain and other produce that enable them to reach the San Francisco market, and thereby the markets of the world, at fi eight rates sufficiently low to afford the I producer a fair margin of profit, which was an impossible matter before the construction of the Ore gon Pacific Railroad. The Oregon farmers are quite as much inter ested in giving their support to this route as are the merchants who receive their support from these same farmers, and who are paid the same money received by them from the grain and produce dealers in San Francisco. This favorable condition of things could i not have existed had it not been for the building of this line running down to the sea from that great valley, which more resembles the valley of the Po in Italy than any other in he world. The comple tion of the Oregon Pacific to this section means that the people of Eastern Oregon will be able to deliver their produce in San Francisco for less cost than they can now deliver it to any line of railway for shipment. Then we have no doubt but that the" prin ciple of reciprocity would pre vail and San Francisco would get the entire business of that section. It is true that the chan nels of commerce are continually changing. But a few years since if you walked through the freight sheds of the Oregon Railway and Navigation company you would notice signs painted in plain let ters nailed along the side of the wall reading Salem, Albany, Corvallis, Eugene, Oakland, Roseburg, Jacksonville, Ashland. This implied that this city had a fair trade of Middle and South ern Uregon, although it was shipped to these points by way of Portland. Then came a change. The Northern Pacific t was com pleted to Portland. The western terminals were established. The San Francisco merchants appar ently made no effort to hold the territory against the new order of things. Gradually the signs in the O. R. & N. Co. sheds came down. "Chicago and other Eastern cities invaded the lands. A prom inent gentleman of this city was iu a coast town of some preten tions. There were stopping at the same hotel five Chicaj drummers and one representative from San Francisco. The San Francisco man looked lonesome. In the meantime the Oregon Pa cific was constructed over the Coast Range of mountains and down into the valley. Owing to conditions of transportation and other causes the trade of the southern portion of the state was fast drifting from the city. Then because of the favorable rates of fered by the Oregon Pacific the San Francisco merchants began to turn their attention more closely to the Oregon trade. The result has been that should you walk through the freight sheds of the Oregon Pacific you will find the same signs nailed to the walls that were taken down from the sheds of the O. R. and N. years ago. With the energy dis played by the arrangement of the Oregon Pacific and the assistance and good will of the merchants of Oregon and San Francisco, let us keep the signs where they are. Complaints have been made that goods shipped oyer the Oregon Pacific and trans ferred to the Southern Pacific at Albany for points in Southern Oregon have been unnecessarily delayed. It is difficult to understand why the Southern Pacific pursue the pol isy of delaying the shipments delivered them by the O. P. R. R. Co. On dry goods, clothing, boots and shoes' in fact, all goods that are classified as first class they receive $i 25 per 100 pounds for hauling them from Albany to Ashland, a distance of 262 miles, while the O". P .re ceive 23 cents per loo pounds for transporting the same class of goods from San Francisco to Albany, a distance of 528 miles. Besides, every pound of freight delivered to them at Albany for Portland and points beyond is absolutely clear gain to them, not a pound of which would they receive was it not for the Oregon Pacific ' 'Taking the annual shipments to Oregon that are routed by the O: P. that the S. P. Co. the latter derive about as much revenue as they would if the same volume of traffic was hand led by them entirely from Port land."
