Protection is a tax, said the democratic missionaries; yet under protection the production 1 of -salt has so rapidly "increased that the price lias been reduced from $2.50 a barrel to fifty cents, throw ing in the barrel, which costs twen ty cents. Cotton fabric, on which caljcqes and other figured goods are printed is another notable il lustration of the effects of protec tion . in . eventually cheapening goods to the consumer. . In 1830 these print cloths sold for twenty five cents a yard; in 1860 they were worth eight cents a yard; they have been selling recently for two and three fourths cents. The rate of wages paid operatives in cotton mills is double what it was in 1830, and 28 percent more than it was in the decade from 1850 to I860. Formerly the United States imported the greater part of its cotton cloth, exporting the cotton to England to have it manufactur ed into cloth and returned to the United States. Now, however, we . export three limes as much cotton cloth as we import. The home production has more than trebled since 1860. At the same time the value or the raw cotton has nearly doubled. Under the McKinley act the importation "of cotton goods has been very largely diminished. But prices have gone down and yet" the manufacturers pay the same waxes. -It may be according to interna tionai law tor the successlul party in Chili to arrest Americans when they are guilt v of any breach of the laws of the land; but it is also a principle of the same code of the laws of nations that no citizen of any country can be deprived of his liberty on a pretext without due process of courts, and for this reason frequently in barbarous countries consular courts are es tablished assuming jurisdiction over crimes committed by their citizens. If the Unman .authori ties are not giving American citi. zens the full benefit of a trial by the proper courts, there is this precedent in international law to enforce our rights, and the full power of the government should be called into requisition to do this.
