.-1- V.' Washington Letter. From oar regular Correspondent Washington, Aug. 2, 1897 The republicans have other troubles thn those which will be made by the new tariff ahead of them. They are go ng to have'no end ot worry over finance n the near future. aft It ia an open secret that there n a seiioua difference of opinion in the Cabinet on the advisabil ity of comniiting the administration and the party to the retirement of the green backs and Treasury notes. Bee. Gage, as the personal representative of the bankers and ultra gold men, will make a hard fight to commit the administra tion and party to the retirement of those notes, although he knows as well as any body that no legislation can be put tli rough the life of the present Congress, because of the silver majority in the Senate. Proof that Mr. McKinley is afraid of this question may be found in the careful mauner in which he avoided committing himself in his special mes a ige to Congress asking for authority to aopoint currency commission. Mr McKinley has been everything on the money question . . He voted or the free coinage of silver in 1S97, and as late as the Fifty-first Congress, he voted and spoke for the Windom silver bill and the Sherman substitute therefor. He didn't want the gold standard platform of last year'a republican convention. It is doubtful it he knowa what he wante now. lie prefers to trim and to wait, but Sec. Gage intends, unless he is pre vented, to submit to Congress in his annual report the outlines of a bill that would prepetuate the single gold standard not because he thinaa it will pass, but because he wishes to commit the admin- istration and the repudhcan party Members of the ad ministration Btill in Washington, are somewhat worried over the results of the new tariff as for at thev have become apparent. Soma people express a surprise at the sudden decline in the price ot silver that has occurred recently, and wonder what can be done to bring It back to a normal price. That tne price oi biivb. has fallen should cause no surprise, but how to bring it bark to former quota tions is somewhat of a difficult problem, tt has fallen simply because there is no longer a demand fjr it as money, and the demand for mechanical uses not keeping up to he suppU, r, like any other commodity, must go down, just the same as would auy other, product. Silver cannot be eaten, ..either can it enter into mechanical uses only in limit ed quantities. Therefore it ia deprived of the functiona of primary money, its price must be governed by the demand that is made for it in other branches, the same as governs the prize of wheat, wool, cotton or iron . If the factories ot the world were closed to cotton ; that is, if there were no longer a demand tor cotton clothing, raw cotton would at once fall to less than cost of production, or at least the price would oe governea ny me or mand of cotton for the manufacture ot rope, thread, etc. The same ia true with reference to silver. It is no longei recognised as the primary money by the leading commercial nationa of the world, and those who ha7e been hoarding it up for speculation are unloading it upon the market, since the? see ih demand steadily diminishing. Another cause of the sudden slump ia to the attitude of the English government toward the commission sent to Europe by President McKtnley to negotiate, au international monetary agreement. Taking all these cause into consideration there should be no surprise at the sadden decline in the price ot the white metal, and if con ditions remain the same, there ia no reason why it should not fall to 23 cenu per ounce or lower But should a demand be caused ioi silver by the opening of the mints of any nation to free and unlimited coinage into money , or shonld it be recognised aa money metal ot oltimata redemption the price would suddenly rise. But should it be removed for a term of years, it too would fall even lower than silver comparatively, for it is less nsed in the arts and sciences and in mechanics. There is but one way to keep np the price of any commodity and that ia by making a demand for it, acd the only way ta create a demand' fi either of the precious metals is to make a nee of them as the meaeure of values, jr more correctly speaking as a medium it unrestricted exchange (jive eithei at tnem this office to perfoiiu, and it price will rise., remove it and the price tails.
