The Democracy of the Stnto nf Ore RonJ through
thcir.de)cgRtcg in convention assembled, in accord
ance with long established usages, proclaim tho
following as the articles of their roiih :
JsU.Xhat thuy are unalterably attached, U the
principles of our Republic, as expounded by its
fou adorn, and thnt the paramount object of their
organisation shall ever bo to uphold and maintain
those principles inviolate '
. 2nd. That they hold thoso political partisans,
who, occupying positions of trust, claiming to be
representatives of tbo people, hare usurped the
authority confided to them, maliciously trampled
under foot onr sacred bill of rights, made civil
law subordinate to military ruio, perverted tie
funotions of government and endeavored to coo
fcritrate Its powers in the hands of an--oligarchy,
wholly disregarded the will and wishes of their
constituents, and insidnously endeavored to dis
parage, depose and stigmatise tho once proud ti
tle of American cititenship, as enemies to the best
ntorests of the Comtnocwcalih.
' 3rd. That tbo so-called reconstruction measures,
attempted to be carried ont by the present party
tn power, ia a nefarious scheme revolutionary in
design, treasonable in exeeution, one, which if ac
quiesced in as a rightful exercise of authority, will
establish a most dangerous precedent and imperil
the safety and perpetuity of our form of govern
ment; and that the present Senators in the Con
gress of the Cnited States, from this State, in
supporting those measures, have misrepresented
the wishes and outraged the sentiments of the
people of Oregon.
' 4th. That the systematio efforts made by that
party, to extend to the Afrioan.tha Indian and the
Chinamen, all the civil and political rights and
privileges enjoyed by the white raeo. evinces a de
sign on the part of its loaders to destroy the high
estimate placed upon that invaluable, heritage and
render despotism less objectionable and more
easy of accomplishment.
5th. That the ratification of the recently pro
posed amendment tothe Constitution of tho Unitod
States, extending the right of suffrage to the bo-
sighted negro and Indian, and which opens the
doer for its enjoyment to the heathenish China
men, U irregular, arbitrary and unlawful, and they
wiost earnestly protest against the passage by the
United States Congress of tho pending act, des
igned to enforce the obnoxious and illegal pro
vision. 6th. That tbey urge and entreat a repeal of the
repeat treaty concluded betox-en the L'uiteJ Stutes
. and China, which guarantees to tho latter nation
ueh extensive privileges and immunities without
. wrresponding beneuu to Aniericcn citizens, odors
to its hordes of semi-barbarians such favorable in
ducements to swarm in upon us, occupy our min
eral and agricultural districts, create a ruinous
competition with our laboring masses, establish ra
tions pursuits, disgusting rites, ecrcmouics and
practices in oar towns, discourage and repel the
immigration of our own race, decrease the white
population, retard thrift, impede the advancement
f education and enlightenment, abstract from our
iwsaarees and send away our valuable mineral
wealth, and demoralize and apostatize our couiniu
nity ; and they resolve, that a par:y who will sus
tain a policy so unwise, ruinous and ruthless, as
that which upholds such an iufamous bargain,
as unworthy the support of white men.
7th. That ia the management of the municipal
affairs, they urge a judicious application of the
principles of sound political economy, a laudable
encouragement to agricultural, mineral, manufac
turing and commercial interests, a jast and e.ui-
Vablo protection to the laborer and the capitalist,
and the faithful exercise of a system of rigid re
trenchment, that the government thould be ad
ministered for the people, and not against them
in protecting their rights and interests, and not in
fostering monopolies to prey upon them and des
poil tbem of their substance. That a system of
taxation which has for its object the establishment
of privileged orders nnder the government, either
by preferring one class to another, or by imposing
grievous burdens upon the tax-payers while con
ferring favors, exemptions and immunities upon
the holders of government securities, deserves no
other name than legalized public plunder.
8th. That the continual payment of the semi
annual interest on the bonded debt of the United
States, without abatement, together with other
enormous expenses for which ths people are taxed,
make a harden too intolerable to be borae without
an effort to find some speedy means of relief. That
the amount of the bonJe-1 debt is increased more
than two fold, by the venal, illegal and unjustifi
able terms of Its contraction, that their 'is neither
justice or wisdom in the repeaU-d payiJent of the
principle by the continued payment of the interest.
That it is no part of good policy or good govern mcut
to embarrass the energies of 1-bor, and ait business
enterprise by excessive and oppressive taxation for
the exclusive benefit of a combination of untaxed
capital, that to relieve the country and to restore
prosperity, we favor an equitable a'iju-f ment of
the bonded debt of the United States.
, 9th. That the desire of the present Congress, as
manifested by its proceedings, to secure to the
wealthy bond-holder payment in coin on account
of indebtedness growing out of loans to the Uni
ted States of treasury notes, when worth less than
one-half their coin value, after the holders there
of have received exorbitant interests thereon, and
at the same time leaving the pensions due unfor
tunate soldiers, their wives, children or other kiu
'dred, to be paid in a depreciated currency, exhibits
a spirit of injustice unsurpassed in the history of
lass legislation, and fully demonstrates the ex
istence of a design on the part of the moneyed ar
istocracy of the country to influence the establisb
neajTsspporiey favoring the aggrandizement; of
the rich at the expense of the poor, a policy which
has for Ri object the aggregation of wealth, opu
lenee and power on the eae hand, and misery,
paverty and slavery on the other-; a policy filled
only to a monarchical form of government.
leth. That the Democracy At this State
bow, ai heretofore, are. strenuous advocates
of a tariff for purposes of revenue only. That Jbe
principle of "protection for the sake of protection,"
is at war with the diversified interests of the peo
ple of the States, and experience has shown its
tendency to aggrandize a class in the community
at the expense and to the injury of the producing
aid laboring millions, taxing their industry, eqnal
ly in violation of the authority of the Constitution,
and of the great principle that sbonld govern this
people in their intercourse with the family of na
tions. 11th. That we favor the adoption of an amend
ment to the Constiutioo of the United States, re
scinding the XIV and XV amendments. ..
12th. .That we are in favor of a liberal policy
being pursued by the Legislature of this State in
the bestowal of the land grants to her for the pur
pose of public improvetneuts.
13th, Tiai, the Governor and resigning members
of tho Legislature in engaging in a conspiracy to
overthrow the State government, collect large
amounts of coin as revenue to be drawn from the
business and hard earnings of the people to be
idle in the treasury, or to be the subjects ef gam
bling speculations in wt, runts, bonds and other
securities, were guilty of a bigh crime against the
government of Oregon, rendering them unworthy
the respect and confidence of the people or of be
ing farther entrusted with the administration of
the government. And wuile we tbus condemn the
action of the Governor, and resigning members,
we unhesitatingly approve and endorse the con
duet of the Democratic, members in earnestly and
SMthfiilly striving to restore and maintain the or
ganization of the Legislature, and provide for the
due administration of. the law.
