.SUM "j.J'J-'um SATURDAY SEPTEMBER 19, 1SCS. ilixiiuus c - ... - SOlltll. AN 'AUTHENTIC STATEMENT." ; ' From tho Milwaukio News. We .received a call yesterday from a gentleman direct from Arkansas, who went to that State in January, 18G7, as a Northern, Kadical Republican, and who was appointed to officiate there under tho reconstruction laws as chairman of the board of registry in tho county whero fie livei. His opportunities xor miorina tion wero' therefore unsurpassed, and he makes to us this plain statement of facts within his personal knowledge : The elections held there were an utter farce throughout In making the regis try the registers were expected to reject white men at option, and to enrol every negro who presented himself. After the first registry, the lists were revised, and as many names were stricken off as it was thought necessary to securo a Radical success in the State, cr for individual Radical candidates. There were three registers on every board, all of whom subsequently acted as judges at the clec tion, and all of them who desired to be come-so. were candidates for office. The election judges traveled about the coun try taking votes", and were occupied seven days iu the business. No man could vote whose ballot the judges thought proper te reject. Our informant states it to be known to himself, and to be a notorious fact, that where the success of the Radi cal candidate was doubtful, through other frauds of the character mentioned, ne groes were imported from another juris diction in sufficient numbers to supply the deficiency. H line the negro vote was thus doubled in many cases, the total number of white rotes disfranchised in the states were tens of thousands. In electing themselves or other candidates to office, -the registers were amenable to no authority that would recognize the act of fraud. In brief, the work of carrying the election, regardless of the will of vol era,. was deemed by the registers as a part of their official duty, and a proof of loy alty to Congress and the military authon ties present, and any other course would have subjected the registry officers to sus picion and proscription. In the division of the offices, candidates were elected to the Legislature who never saw the coun ties whence they were chosen, except as 'members of the registry board, who will never return- to toe counties the' repre sent, and vfho do not know a white man among their constituents. As for the negroes, the mass of them took no active part "in the elections but to deposit the votes furnished them by their white Rad. ieal leaders. Our informant i3 a graduate of Geneva College, a gentleman of recognized prob ity and intelligence, and was always a Republican until driven from the party by sheer disgust at the mockery he was compelled to witness a3 one of its agents in the reconstruction scheme. II is name will be furnished to any one who is curi- Xin nn fhof r.n? n f 1T tnlla t? tl.it li was offered the position of State Senator, -and that he would have divided the spoils with others, wlio seem to relish the pro ceedings, and ' do not hesitate to partake of the fruits of tho mockery and fraud ; but he preferred to live and die an hon--estman to the acceptance of honors and -emoluments which he can but regard as the price of absolute crime against God and man. He naturally wonders at the stupidity of those Northern Republicans woo seem to Geneve mat tneso proceed ingsliave any other object than the gov eminent of the South, and the nation al so, by a. regularly organized system of fraud ' and force. If it is the intent of Northern Republicans to assist in degrad ing republican institutions and obliterat ing popular right?, their ambition ought to be satisfied; but otherwise they are wo fully blind to passing events, and the de moralization of the institutions under which they live. Jcn lirxLixGS and Cockroaches. Lvi the most interesting feature of this remarkab!e bugg is the lovlyness of tlpir natures. They kan't bite nor sting, nor scratch, nort even jaw back. They ar so -amiaoie I have known them tc git stuck in the butter, and not holler for help, and aktually die at last with a broken heart. To realize the meekness of these uncora platfing little fellers, let the philosophick mind just a moment compare them to the pesky flea, wh light on man in hiz Etrength and wbutiu iu her weakness like a red hot shot ; or to the warbling mosketo wild from. a Nujersey cat-tail marsh, with iis dagger In his mouth akeing for blood ; or horror of horrors ! to the midnight bed bug, who creeps out of a crack az lean az a shadow, and hitches on the bosom of buty, like a starved leech. Every man haz a right to pick hiz playmates, but az for me, I had rather Tisit knee deep among cockroaches than to here the dicing embers of a single musketer's eong in the room jineing, or to know that there waz just one. bed-bug left in the world and ho wag waiting for mi candle to go out and for me to pitch into bed. ." In conclusion,: to show that I ain't fooling, I wculd be willing, if I had them, to 6 warp ten fust-class fleas any timd for -a small sized-cockroacb, and if the fellow complained that I had shaved him in the trade, I would return the cockroach, and .Bware that we waz even. A litle fellow, four or five year3 old, -and wliotadi greatly perplexed one day when one came by were -he and his father were. DEMOCRATIC 'PLATFORM. a Adopted by tho National Democratic Convention, convened at New xoric, July 4, 18G8. Tbe Pemoeratio party in Nationat Convention assembled, reposing its trust in tho 'intelligence, patriotism, an J discriminating justice of tlio peo ple, standing upon the Constitution as the lounua tiou and limitation of the powers of the Govern ment, and tho guarantee of the liberties of the cit izen ; and recognising the quesuou ol slavery and secession as having been fettled for all time to come by tho War or tho voluntary action of tho Southern States in Constitutional vonvenuon aa cmbled, and never to bo renewed or rvagitateri, do with tho return of peace demand : Yr lmmcdiato restoration of all tho Males to their rights in tho Union uuder tho tonstilu tion, and of civil goVerntneut to tho American people. ArcoiKi Amnesty lor ail past political oncnaes, and the regulation of the elective franchise in tho states by their citizens. Third Pavtucnt of tho puMio debt of tho United States as rapidly as practicable : all moneys drawn from tfTe people by taxation, except ao much as is reiuiuo for the necessities of tho tioverument. economically administered, being honestly applied to .-.tcU payment, and whero the obligations of tho Government do not expressly stato upon their face, or tho law tyider winch they were issued doe not provide that they shall bo pai l in coin, they ought, in right and in justice, to Le paid in the lawful money of tho United States. iWrfS Iviual taxation of every teeie of property according to its real value, including Government bond and other publ'm securities. JTh'th One ciirrciu-y f.r tho tioverument anil the people, the laborer and tho ofiico holder, tho pensioner and tho soldier, tin producer and tho bondholder. Sixth Economy in the aom.jistration of the Government; the reduction of the standing army and the navy: tho abolition of the rrcedjaan Bureau, and all political instrumentalities designed to securo negro supremacy; simplification of tho system, and discontinuance of iu'ui.-itoriul modes of assessing and collecting Internal Revcuuc, in that tho burden f taxation mav be equalize 1 and lesseued ; the credit o'f tho Government and tho currency male good ; then-peal of all enactments fir enrolling the Stato militia into national forces in time of ix-acc , and a tarritl' for reveuue upou foreign imports, and audi equal taxation under the internal hevenue laws a will u11t1 inci dental protection ta dome-tic manufactures, and as will, without impairing the revenue impose the Kast burden upon and beet promote and encour age the great industrial interests of the country. Strenth Ufforin of abu.es in the administra tion, the expuUion of corrupt men from of fice, the abrogotion of tisele offices the restoration of rightful authority to, and the independence of, the executive and judicial de partments or the government, the subordination of the military to the civil power, to the end that tho usurpations of Congress and tho despotism of the swrd tuny cease. Ki'jhth lqual ri 'hts ami protection fur nat uralued an I native-born citizen at home and abroad, the assertion f American nationality which shall command the respect of foreign pow ers and furnish an examine and encouragement to people struggling for national Integrity, eon stitutiotal liberty and individual right and thi maintenance of the rights of naturalized citizens agaiait ihe absolute doctrine of immutable eiuncv, and the claims of foreign powtrJ to pun ish them for allege 1 crime committed beyond their jurisdiction. In demanding ttcs-s measures and reforms we arraign the Ka lical part y for it disregard ef right and the unpnra'.hued oppression acd tyranny which have marked its career. After tho uust solemn and unanimous pledge of both llou-es of Congress to prosecute the war ex cli:?ire!y for tho maintenance of the Government autl the preservation of ihe Union under the Con stitution, it has repeatedly violated that bujjI sa erid i ltd.'e under which alone wa rallied that n-'blc volunteer army which carrit 1 our Rag t victory. In. Ua I t f restoring the Union it has so far as in its power, dissolved it, and subjected ten States, ia time of profmud K-ae. to military despotism and negro supremacy. It has nullified there the rizhtof trial i" jury; it has a'olitbed the h'li': corjiur, that mot acred writ of liberty it has overthrown the freedom of arnch and the press; it ha substifnted arbitrary shares, and arrests. u l miluary trials, and secret ttareham- 1)er inquisitions f- r the constitutional tribnnals ; it has dUregarded in I'nui of p-ace the right ot the people to L free from seirtti.-s and ceuure: it has entered the post and telegraph ofTcts and even the private rooms of inditidoals, aud seized their private papers and ktUrs without any spe cific ebafgi or n'-ticc of aCs liVi?, as required by the organic law : it has converted the American Capitol into a bastile-; it ha eitahlibed a ya teai ct tjiM-s sn-i oUieial espn.nago t- wtn-.n no con itutional in narc of Kun jie would now clar-j to reort; it has tbolished the right f ap peal cn important const:tntifnal questions to the supreme judicial tribunal and threaten to curtail or destroy its original jumdicti m which is irre vocabiy vet:d bv the Constitution, while th learned Chief Justice has been subjected to the most atr'.c:ous calumnies, merely because b would no: prostita'e hi bih tQce to the support of the false and partixan charges preferred against iue i'rc-tac-Dt. its corruption ana cxiravasnco have exceeded anything known in history, and by its frauds and monopolies it has nearly doubled the burden of the debt created by the war. It has stripped the President of his constitutional power of appointment, even of his own Cabinet. Under its repeated assaults the pillars of the Gov ernment ars rocking on their base, and should it succec-'l la November next ana inaugurate it President, we will meet as a subjected and con quered people aroi l the ruins of liberty and the scattered fragmar.tf of the Constitution. And wc do declare and resolve that ever since the p-eople of the United States threw off all sub jection to the Prlt'r.jh Crown the privilege and trust of suffrage have belonged to the several states, and have been granted, regulated and controlled exclusively by the political power of each State respectively, and that any attempt by Congress, on any pretext whatever, to deprive any State of tLia right, or interfere w ith its exercise, is a fla grant usurpation of power which can find no war rant in ths Constitution, and if 6 nctioncd by the people will subvert our form of Government, and can only .end in a tingle centralized and consol idated government in which the separate existence of the State will be entirely absorbed, and an un qualified despotism Re- established in place of a Federal Union of coequal States. . And that we regard the Reconstruction Acts (so called) of Congress, as such, as usurpations and unconstitutional, reVclutionary aud void. That our soldiers and sailors who carried the flog of our country to victory against a most gal lant and determined foe must ever be gratefully remembered, and all tho guarantees given in their favor must be faithfully carried into execution. That tbs public lands should be distributed as widely as possible among the people, and should be disposed of cither under the pre-emption of homestead lands, or sold in reasonable quantities, and to. nono but actual occupants, at the minimum price established by the Government, When grants of tho public lands may bo allowed, neces sary for tbg encouragement of important public improvements, the proceeds of the sale of juch lands, and not the lands themselves should be so applied. That the President of the United States, Andrew Johnson, in exercising the power.of his high of fice in resisting the aggressions of Congress upon the Constitutional rights of the States and the People, is entitled to the gratitude of the whole American people, and in behalf of tho Democratic party we tender him our thanks for his patriotic efforts in that regard. Upon this Platform the Democratic party ap peal to every patriot, including all the conserva tive element and all who desire to support the Constitution and, restore the Union, forgetting all past differences of opinion, to unite with us in the present great struggle for tho liberties of tho peo ple, and that to all . such, to whatever party they may have heretofore belonged, we extend the right baud of fellowship, and hail all such co-operating with us as friends and brethren.
