AN 'AUTHENTIC STATEMENT." ; '
From tho Milwaukio News.
We .received a call yesterday from a
gentleman direct from Arkansas, who
went to that State in January, 18G7, as a
Northern, Kadical Republican, and who
was appointed to officiate there under
tho reconstruction laws as chairman of
the board of registry in tho county whero
fie livei. His opportunities xor miorina
tion wero' therefore unsurpassed, and he
makes to us this plain statement of facts
within his personal knowledge :
The elections held there were an utter
farce throughout In making the regis
try the registers were expected to reject
white men at option, and to enrol every
negro who presented himself. After the
first registry, the lists were revised, and
as many names were stricken off as it was
thought necessary to securo a Radical
success in the State, cr for individual
Radical candidates. There were three
registers on every board, all of whom
subsequently acted as judges at the clec
tion, and all of them who desired to be
come-so. were candidates for office. The
election judges traveled about the coun
try taking votes", and were occupied seven
days iu the business. No man could vote
whose ballot the judges thought proper
te reject. Our informant states it to be
known to himself, and to be a notorious
fact, that where the success of the Radi
cal candidate was doubtful, through other
frauds of the character mentioned, ne
groes were imported from another juris
diction in sufficient numbers to supply
the deficiency. H line the negro vote
was thus doubled in many cases, the total
number of white rotes disfranchised in
the states were tens of thousands. In
electing themselves or other candidates to
office, -the registers were amenable to no
authority that would recognize the act of
fraud. In brief, the work of carrying
the election, regardless of the will of vol
era,. was deemed by the registers as a part
of their official duty, and a proof of loy
alty to Congress and the military authon
ties present, and any other course would
have subjected the registry officers to sus
picion and proscription. In the division
of the offices, candidates were elected to
the Legislature who never saw the coun
ties whence they were chosen, except as
'members of the registry board, who will
never return- to toe counties the' repre
sent, and vfho do not know a white man
among their constituents. As for the
negroes, the mass of them took no active
part "in the elections but to deposit the
votes furnished them by their white Rad.

College, a gentleman of recognized prob
ity and intelligence, and was always a
Republican until driven from the party
by sheer disgust at the mockery he was
compelled to witness a3 one of its agents
in the reconstruction scheme. II is name

was offered the position of State Senator,
-and that he would have divided the spoils
with others, wlio seem to relish the pro
ceedings, and ' do not hesitate to partake
of the fruits of tho mockery and fraud ;
but he preferred to live and die an hon--estman
to the acceptance of honors and
-emoluments which he can but regard as
the price of absolute crime against God
and man. He naturally wonders at the
stupidity of those Northern Republicans
woo seem to Geneve mat tneso proceed
ingsliave any other object than the gov
eminent of the South, and the nation al
so, by a. regularly organized system of
fraud ' and force. If it is the intent of
Northern Republicans to assist in degrad
ing republican institutions and obliterat
ing popular right?, their ambition ought
to be satisfied; but otherwise they are wo
fully blind to passing events, and the de
moralization of the institutions under
which they live.

mi candle to go out and for me to pitch
into bed. ."
In conclusion,: to show that I ain't
fooling, I wculd be willing, if I had them,

complained that I had shaved him in the

Under its repeated assaults the pillars of the Gov
ernment ars rocking on their base, and should it
succec-'l la November next ana inaugurate it
President, we will meet as a subjected and con
quered people aroi l the ruins of liberty and the
scattered fragmar.tf of the Constitution.
And wc do declare and resolve that ever since
the p-eople of the United States threw off all sub
jection to the Prlt'r.jh Crown the privilege and trust
of suffrage have belonged to the several states,
and have been granted, regulated and controlled
exclusively by the political power of each State
respectively, and that any attempt by Congress,
on any pretext whatever, to deprive any State of
tLia right, or interfere w ith its exercise, is a fla
grant usurpation of power which can find no war
rant in ths Constitution, and if 6 nctioncd by the
people will subvert our form of Government, and
can only .end in a tingle centralized and consol
idated government in which the separate existence
of the State will be entirely absorbed, and an un
qualified despotism Re- established in place of a
Federal Union of coequal States. .
And that we regard the Reconstruction Acts (so
called) of Congress, as such, as usurpations and
unconstitutional, reVclutionary aud void.
That our soldiers and sailors who carried the
flog of our country to victory against a most gal
lant and determined foe must ever be gratefully
remembered, and all tho guarantees given in their
favor must be faithfully carried into execution.
That tbs public lands should be distributed as
widely as possible among the people, and should
be disposed of cither under the pre-emption of
homestead lands, or sold in reasonable quantities,
and to. nono but actual occupants, at the minimum
price established by the Government, When
grants of tho public lands may bo allowed, neces
sary for tbg encouragement of important public
improvements, the proceeds of the sale of juch
lands, and not the lands themselves should be so
applied.
That the President of the United States, Andrew
Johnson, in exercising the power.of his high of
fice in resisting the aggressions of Congress upon
the Constitutional rights of the States and the
People, is entitled to the gratitude of the whole
American people, and in behalf of tho Democratic
party we tender him our thanks for his patriotic
efforts in that regard.
Upon this Platform the Democratic party ap
peal to every patriot, including all the conserva
tive element and all who desire to support the
Constitution and, restore the Union, forgetting all
past differences of opinion, to unite with us in the
present great struggle for tho liberties of tho peo
ple, and that to all . such, to whatever party they
may have heretofore belonged, we extend the right
baud of fellowship, and hail all such co-operating
with us as friends and brethren.
