First steps toward remedial legislation for farm ers by congress will take the form of a concurrent resolution directing- res toration of the war finance corpora tion. This was made clear today in statements by Senators Harrison of Mississippi and Heflin of Alabama and Representative Byrnes of South Carolina. Necessity 'of action by the president would be avoided, it was contended, by making the resolution concurrent in form and it would become effective on adoption. "We intend during the first week of congress," Senator Harrison de clared, "to adopt a resolution direct ing the secretary of the treasury to revive the war finance corporation so that our agricultural products may be marketable." "The south and west have votes enough to put such a measure through next week,' Senator Heflin said. When- congress . convenes at noon Monday after an absence of exactly six months, the longest recess in several years, it is expected that the capitol will witness such a human congestion as has not been seen here since the last in augural day. The last day at the capitol in the least resembling an inaugural was the occasion of the visit of the king and queen of the Belgians, something more than a year ago. The royal Belgian pair appeared and it was known that they were coming, but Monday's crowds will not assemble with any assurance of seeing any thing or anybody unusual. This time the crowd is to gather on a mere rumor and to some extent on a misapprehension. In. the first place, it has been reported, even stated posi tively in some quarters, that President-elect Harding will be in the sen ate. In the second place, the mem ories of some folks are short and the impression has gone abroad that the president's message will reach con gress on the opening day, which is never the case. There being some speculation as to whether Mr. Wilson will appear in person with the mes Bage, there are some who would re gret to miss him. Senator Bijr Fljjure Now. Mr. Wilson, if he does go to the capitol in person, however, will not go until Tuesday., but there is a chance that his successor will be on the ground. Senator Harding has b,een around Washington for six years, and charming, likable human being that he is and always was, there never before was any special rush to- see him. Being a president-elect seems to have created a new image of him in the public mind, so much eo that to day the one leading question from the curious and otherwise has been: "Is it true that Harding will be in his seat Monday?" Nobody knows save the president elect himself, but the residents of Washington and visiting tourists -will take no chances. They will be there dressed in their Sunday best, and there will be a splendid opportunity to ascertain what is the prevailing style in millinery this season. Wnwhincion Dressed T'p. Congress comes back to find Wash ington, the municipality, all dressed up. The statues which stand every where as reminders of the great statesmen and military men of the past have had their faces washed and their marble pedestals scoured. The old street-car platforms at many places have been replaced by con crete piles ornamentally lighted. Some of the emergency war-time buildings have been demolished and everything changed to a degree, in cluding house rent, which has gone up. When the senators and representa tives began to get back this week they were met by a volley of ques tions as to their stand on the pro posed blue laws. Some of them took time tp think it over, and in the course of thinking discovered that much of the publicity given to the movement for stricter Sabbath laws was nothing but heated atmosphere. The movement was never entitled to the attention which it received, 1 4ut all the world could not know or understand how it came to be her alded about as something seriously threatening the Sunday recreation of a, large portion of the population. Little Scare, That's All. The facts are the most of the peo ple never would have heard of the matter had it not been the wish of come of the opponents of prohibition to throw a little scare into that class of persons who are dry as to liquor but liberal on other questions, such as Sunday amusements. The purpose was to make the liberal-minded who helped to bring about prohibition feel that by doing so they had pulled the house down on themselves; that the reformers who led the dry movement were now to continue to work, taking all the joy out of life. After some frenzy it was discov ered that Senator Jones of Washing ton, who sponsored the Sunday lid bill now before congress, had not consid ered it seriously himseff. He had simply introduced it to give its sup porters a chance to be heard. The Gift to One .
